- "If there is to be a revolution, it is best done by a King."
- ―Helseth Hlaalu[src]
The King or Queen of Morrowind is the sovereign ruler of Morrowind, with those holding this title swearing a fealty to the Emperor and become a member of the Elder Council. Thus, they ruled indirectly and were supervised by advisors of the Third Empire.
Traditionally, the King of Morrowind was based in Mournhold, as it was the first capital city established by Tiber Septim and Queen Barenziah in the late Second Era. However, following 4E 6, the capital moved to Blacklight.
Ascension[]
The King or Queen of Morrowind was put in place by Tiber Septim in order to maintain a central governing hand in the province. The King or Queen typically inherits the throne by birth and rules for life or until abdication. The King swears fealty to the Emperor.
