Legate Hrollod is a Nord warrior and a Legate of the Imperial Legion.
He can be found inside a tent in Eastmarch Imperial Camp. As an essential NPC, he cannot die, even after completion of the Civil War questline.

Being invicible, he is very useful for levelling skills.
Equip a set of armour with regenerative abilities (or simply a very high armour rating, such as Daedric armour) and use whatever you fancy to attack him. Or keep up a block to quickly raise it, etc etc.
