Leveled creatures are a feature that was introduced in The Elder Scrolls III: Morrowind where all creatures' health, magicka, and stamina are upgraded as the player levels up their stats. In The Elder Scrolls V: Skyrim not all characters or enemies level up with the player. For example, Giants are always level 32, regardless of the player's level. A good example of an enemy that levels with the player are dragons, as the Dragonborn will encounter Dragons, based on level.
