"I suspect you'll be of greater use to us with greater freedom, so you're free to engage the Imperials as you see fit. [...] Galmar will have special tasks for you, and will need you when we liberate the capital."
After completing the "Battle for Whiterun," the Dragonborn is told to report to Ulfric Stormcloak with the news.
Elated at the achievement of his newest victory, he presents the Dragonborn with a random enchanted weapon that once belonged to an Imperial Captain and the moniker, "Ice-Veins." With the full support of the rebellion, the Dragonborn is now free to openly engage the Imperials and create mayhem as they see fit. However, they are commanded to meet Galmar Stone-Fist at the Stormcloaks' hidden camp in Falkreath for the first of many orders.
The quest is actually an overarching quest encompassing a number of subquests in order to take over Imperial-controlled towns, forts and ultimately entire Holds in the name of the Stormcloaks, thus solidifying Ulfric's rule and the freedom of Skyrim.

Be descriptive when listing the bug and fixes, but avoid having conversations in the description and/or using first-person anecdotes: such discussions belong on the appropriate forum board.
This can be fixed by sleeping in a tent on a hay pile for a couple of hours. Galmar will appear when the Dragonborn awakes.
PC 360 PS3 There may be no "Reporting In" dialogue option with Galmar after completing a task. Here are numerous ways to resolve it.
PC If this happens after the Battle for Fort Sungard, the command setstage cwmission03 10 will advance the quest.
PC Opening the console by hitting the ~ key, selecting Galmor Stone-fist then typing in disable, will cause him to disappear. Now typing in enable without clicking anything else will cause him to have the "reporting in" dialogue option.
Wearing the Stormcloak armor can make the reporting in option to appear.
If it does not appear after fast travel, then fast traveling again, either without leaving or going somewhere else and returning, will cause the dialogue to appear.
Reloading a previous auto-save right before the last fast travel, then not fast traveling at all, not even close to the camp as another fix says, but walking the entire way will cause the dialogue to appear.
PC 360 PS3 Another solution is to hit him until awarded a bounty, run away and then fast travel to Windhelm to pay the bounty off. Waiting or sleeping for 24 hours, then traveling back to the camp should resolve it. If not, after attacking him again until he goes down on one knee, when he gets back up he should have the dialogue option and he will not be hostile.
360 (Fix) PS3 (Fix) Shouting Galmar down with a full Unrelenting Force shout will cause no trouble with the guards or Galmar, and should solve the problem.
After the liberation of Hjaalmarch, going to Markarth and buying the property (if not already done), then asking the Dragonborn's spouse to move there and wait a couple of days inside the house, then fast traveling to a location nearby the camp and walking there, Galmar will congratulate the Dragonborn, pay them some money and give the Fort Snowhawk quest "The Battle for Fort Snowhawk."
PS3 Completing the "Season Unending" quest in the main quest line, forcing the Empire to relinquish Falkreath, will complete the requirements of Liberation of Skyrim. Reporting back to Ulfric will allow continuation of the quest.
PC (Fix) Previously completing "Season Unending" may cause this if it does not complete gracefully leaving the war permanently suspended. This can be checked with the command player.sqs CW to see if stage 255 is active but 256 is not. This can be fixed with the console command setstage CW 256. Galmar's quest marker will then appear, and he will have the "Reporting In" option available on his next spawn.
If this still is a problem after Season Unending is completed, completing the entire main quest line and then reporting to Ulfric Stormcloak will complete the previous objective of "Liberation of Skyrim" and allow the quest to continue.
360 (Fix) Going to the camp Quartermaster and trading item(s), then return to Galmar can fix this.
360 (Fix) PS3 (Fix) Turning the console off, turning it back on, and loading a save may fix this.
PC (Fix) Ralof may be dead somehow. Using the console command resurrect on his corpse may fix this. If his corpse cannot be found, the command moveto 002BF9E will find it.
PC (Fix) This can also be fixed with the console command setkeyworddataforlocation 16772 cwowner 2 before talking to Ulfric again. This reloads the dialogue to report to Galmar. When talking to Galmar again, the "Reporting in" dialogue should appear.
PC 360 PS3 The quest can also bug at the "Report to Ulfric Stormcloak" after taking over The Rift.
Fix: This bug sometimes happens because the battle of Whiterun has not officially ended. (The logo of Whiterun does not appear on the map during the battle.) Fast traveling to another location, then fast traveling back close to Whiterun sometimes make the battle complete correctly and allows the rest of the mission to be completed. (If the logo of Whiterun appears on the map, the battle is successfully completed.)
A possible solution is to kill all of the other Stormcloaks and beat Ulfric down to his knees. (With a high enough sneak level one can do this without killing the other Stormcloaks.) He should come back up and still be calm and allow the rest of the mission to be completed. If he is hostile, a calming spell can be used on him.
PC (Fix) doing set.stage CWSiegeObj 9000 will force complete the battle for whiterun
Another way the quest can bug is that when first accepting the freelance missions after taking Whiterun, Galmar seems to cease to exist. He leaves Windhelm for the camp near Falkreath and is no longer in the Palace of the Kings, but at the Falkreath Stormcloak camp, only the default commander is there and the quest tracking icon is centered a few feet off the ground in the middle of camp. Without Galmar one cannot report in.
Waiting some time or fast traveling to a location and back may fix this.
360 There may be no marker, and there is nothing at the location of the camp.
If the Dragonborn negotiates the truce while doing the "Liberation of Hjaalmarch" step, or any later step, and the Rift is given to the Empire, after completing the main quest the step shows as completed and no further options appear.
Going to Windhelm and talking to Ulfric, who will give new orders to liberate the Rift, fixes this
360 Occasionally when fast traveling from Windhelm, Galmar will be hostile.
Paying a small bounty to the guard in the Palace of the Kings in Windhelm will allow the Dragonborn to report in.
When arriving at the camp or just being given the objective "Return to Galmar" the quest marker may be over a patch of snow instead of Galmar.
This can be fixed by loading an autosave immediately before starting the quest and resting before entering the camp.
PC Sometimes the quest name will be bugged and will not be called "Liberation of Skyrim" but simply "[...]." Quest stages can still be completed, however there will be no quest markers on the compass and one will be unable to view the map locations straight from the journal
If a dragon attacks while the Dragonborn is talking to Galmar he will not give the second dialog selection.
This can be solved by either quick traveling away and then back again or killing the dragon.
PC PS3 The quest indicator may not show the fort being taken over and only shows to report back to Ulfric once the fort is taken.
