Lilmoth is one of the eight major cities in the province of Black Marsh, situated along the eastern shores of the Oliis Bay. Lilmoth is colloquially known as, the "Festering Jewel of Black Marsh." It is known for the sundered Imperial Villas of the Old Imperial Lilmoth.

Description
Geography
The city-state of Lilmoth is located along the southeast coast, on the shores of the Oliis Bay, which like the various other waterways of Black Marsh, eventually lead into the deep marsh and the dark forests of Murkwood. And like other cities in Black Marsh, areas of Lilmoth are sinking into the environment, with the Statue of Xhon-Mehl sinking, with only the lower snout peeking out, sometime after 4E 6. The Oliis Bay is surrounded by mangroves, much like the entire coast, and Sea Drakes inhabit the area. Land south of Lilmoth is used for agriculture, either rice or other tropical crops. The Hereguard Plantation has been traditionally a Breton settlement for many years, even with the arrival of An-Xileel. The site of Lilmoth had contained an ancient temple settlement, as seen with the Pyramid of Ixtaxh-thtithil-meht, which was slowly excavated by the An-Xileel. Lilmoth region is territory far from the Imperial City, and so the modern-day magic guilds, such as the Synod, do not have a conclave in Lilmoth, with the only one found 400 miles of the Oliis Bay. The nearest settlements around Lilmoth are Rockpark to the east, and Alten Meirhall to the west.
Lilmoth is known for ancient Imperial villas, to which the area calls it, Old Imperial Lilmoth. These homes are no longer usable, as the forces of nature had enveloped them in an entanglement of vines and overgrown bamboo & sleeping palms along the floor. They are covered in a Lucan mold, which emits a pale glow. This area is entirely abandoned, a shell of its former self. The most notorious neighborhood in Lilmoth is Pusbottom, considered to be a dodgy place that even the An-Xileel would not dare to enter. It is known as the vile center of Lilmoth, as the criminal underground of the Lilmoth region are known to reside in Pusbottom. Various actions, such as Skooma dealing are conducted here. Along the Padomaic Ocean coast, the Lilmoth Waterfront can be found. The Waterfront is shaped like a long cross, and it can be seen as a town, within a city. The An-Xileel of Lilmoth had prevented faraway travelers from entering their city, and so the foreigners are found here. Traders from as far as Colovia sell their goods.

History
First Era
The origins of Lilmoth is largely unknown, but the general region, as well as, the name of the city has ties to the beast-folk known as the Lilmothiit, a nomadic race of vulpine-men that were among the various races in Black Marsh. The race has ties to the Khajiit of Elsweyr, even the name of beastfolk derives from Ta'agra, the Khajiiti language. Lilmothiit means "one who is from Lilmoth," and since the city-state of Blackrose was originally a settlement built by the Lilmothiit, it implies that either the city or the general area, is the namesake of the Lilmothiit. But as time went on, the fox-folk had lost their homes, as at one point, the city-states of Lilmoth and Blackrose had turned into cities of the Saxhleel, otherwise more commonly known as, the Argonians.[1][2][OOG 2]
The Blackwater War was a war between the Second Empire and the armies of Argonia that spanned twenty-six years. There were three campaigns that invaded Black Marsh that were largely different. The outcome of the war determined Black Marsh's involvement in the future Four Score War. General Lucinia Falco led the Imperial Legion in the war after the passing of Regulus Sardecus. She believed the Battle of Argonia wouldn't be one by a single front so she had multiple fronts coming from the southern coast and Gideon. Falco urged the Empire into offering commissions to pirates in the Lilmoth and Archon coastline. While in league with the Legion of Diamond Marines, this force managed to take vast territories throughout the Oliis Bay and southeastern marshes.[3]
During the Four Score War in 1E 2920, the Battle of Bodrum commenced on the 20th of First Seed near the border town of Bodrum. To the west was Emperor Reman Cyrodiil III of the Second Empire, Reman assembled armies from the cities of Riverhold, Lilmoth, and Farrun at Caer Suvio. At the time, Lilmoth was ruled by Warchief Ulaqth. During the battle, Ulaqth led the right flank while Storig of Farrun and Queen Naghea of Riverhold led the left flank. To the east was Lord Vivec of the Tribunal of Resdayn, with his army of Dunmer assembled at Ald Erfoud. In the end, Vivec won the battle for Morrowind by cutting trees along the Pryai River.[4]

Third Era

During the Imperial Simulacrum from 3E 389 to 3E 399, Emperor Uriel Septim VII was imprisoned along with Talin Warhaft in the Deadlands by Jagar Tharn. Tharn planned for months to capture the throne, and he was able to achieve so in ten years. Tharn had a powerful weapon called the Staff of Chaos, and he split it into nine pieces and scattered them across Tamriel, the staff was the only thing keeping Uriel Septim and Warhaft in Oblivion. A warrior escaped his clutches and traveled all corners of Tamriel to retrieve the missing pieces. The hero was known as the Eternal Champion, and he assembled the staff and defeated Jagar Tharn at the Imperial Palace. The Eternal Champion had at one point visited the city of Lilmoth in their quest to recover the pieces. The city of Lilmoth was under the rule of Queen Artomeda.[5]
In 3E 109, the half-brother of Emperor Antiochus Septim, Magnus Septim married Hellena, the Imperial Queen of Lilmoth. Before that, the Argonian Priest-King that ruled Lilmoth was executed. Magnus and Hellena both represented the Imperial Government very admirably.[6]
During the War of the Red Diamond, King Magnus allied with King Cephorus Septim of Gilane to combat Queen Potema Septim and her army from Solitude. Magnus lead his Argonian army through Morrowind and eventually Skyrim. In 3E 127, Magnus and his Argonian army found the Wolf Queen's army at the Battle of Falconstar which ended in Potema's victory.[7]
Fourth Era
When the floating city known as Umbriel arrived above the city of Lilmoth, the souls of the inhabitants were sucked into the city and brought into the Ingenium which is a machine that requires souls. The corpses on Lilmoth were reanimated and followed Umbriel as it took more victims.[8]
Minor Events
- 3E 80 – During the reign of Emperor Uriel Septim II, the city-state of Lilmoth was ruled by the warlord, Ioa, who is of unknown origin. This was during the waning years of Uriel II's power, to which it ended in 3E 82, being given to his son, Pelagius II.[9]
- Circa 3E 173 – The Hist Tree of Lilmoth was said to have gone rogue, resulting in the city elder into killing the tree. But supposedly, the tree as of the early fourth era was from the surviving root that was preserved ever since. Much of the event is currently unknown.[OOG 3]

- In an earlier stage of development, Arena was going to be a tournament-based game, where each city had their own gladiatorial team. Lilmoth's team was known as the Dark Tide.[OOG 4]
