The Mages Guild is investigating a strange Ayleid ruin, which has recently become much more active than in years past.

Walkthrough[]
At the ruins of the Reliquary of Stars, you will find a researcher named Nondor. He will tell you that the ruin here has become more active in recent years, and will direct you to speak with his colleague, Laranalda. Laranalda is inside the ruins; you will find her in the first room. She will tell you that her assistants have gone deeper into the ruins, and that she has not heard from them in some time. When you offer to go find them, she will also mention that when they broke the wards on this place, books started flying around, and bones possibly started moving as well.
Head deeper into the ruins. You will find Tedryni in the Flesh Gardens to the north, and Behelir in the Hall of Wisdom to the west. In the flesh gardens, you will find a petrified Tedryni along with other statues standing around a ghost named Ukaezai; speak with the ghost and she will tell you that to revive Tedryni from his statue form, you need to find his soul in one of the many chests around the room. You will find it in the northwesternmost chest, near the door to the Hall of Wisdom. Use the gem to reanimate Tedryni, then send him back to Laranalda.
Behelir will be in the Hall of Wisdom. He will be in the easternmost of the four square rooms on the west side of the ruins. You will find him trapped by some purple light. Speak with him and he will tell you that the magic in the purple lights here is amplified by a strange creature with a giant eye; said magic can also be used to free him. Seek out and slay a Watcher; there should be several in these parts of the ruins. Once it is dead, take its eye and use it to break the lights surrounding Behelir. Tell the now-freed Behelir to head back to Laranalda, and he will head off.
Once you have freed both assistants, head back to Laranalda to finish the quest and start the next one, "Heart of the Matter."
