The Markath stable offers a pinto-colored horse.
Skyrim offers five different colors of horse. Their locations and colors are listed below; all the horses are identical in stats and all cost 1000 gold coins.
An NPC named Banning can be found near the stables during the day. He sells war-dogs for 500 gold.
(Note: Even if the dog he sells you dies, Banning does not sell you more than one war-dog.)
