Detailed walkthrough
Speak to Raven Omayn and she will tell you to travel to Tel Vos and kill the Altmer called Rimintil.
Once you get to Tel Vos you will find your target in the central tower on the second floor. He has plenty of Dwemer armor on display and has a copy of Vampires of Vvardenfell, Book II which can help you during the vampire quest "A Cure for Vampirism".
Once you kill him and escape you will return to Raven and she will give you the Flamemirror Robe. These robes resist fire (20-40 points and reflect 20-30 of magicka damage.
