Nalcarya of White Haven is an Altmer Alchemist who resides in Balmora. She owns her potion shop there.
Although she does sell a few cheap ingredients within the means of starting characters, a beginning Nerevarine cannot afford many of her alchemy ingredients and apparatuses.
Nalcarya sells a restocking Exclusive potion of Restore Magicka. As with any restocking item, the potion can be sold back to her once she restocks, to increase the number she has available to sell.
