It is an office located in Vivec, Temple Canton, within the Hall of Justice. Elam Andas and Tarer Braryn can be found there. They are high-ranking members of the Order of the Watch," which is a group of Ordinators guarding temples and shrines and enforcing the law in Vivec.

In the corner of the office of the Watch, there is a locked trap door on the floor, half hidden under a carpet, it is the entrance to the Hall of Justice Secret Library. The key to this trap door is carried by Tholer Saryoni, who is located in the High Fane.
