One Tamriel was a free update in The Elder Scrolls Online introduced with Update 12 on October 5, 2016, for PC and Mac, and October 18, 2016, for Xbox One and PlayStation 4.[1] One Tamriel enabled characters to interact with other characters regardless of level and Alliance in all zones, where previously every Alliance had its own unique instance of each Alliance zone, including the zones belonging to other Alliances, and these zones were only accessible at certain levels. With One Tamriel, every zone was opened to all characters of all Alliances at once. Dueling and ultimate skills for weapons also accompanied One Tamriel as major features with Update 12.[2]
Battle leveling[]

One Tamriel extended the battle leveling system to all zones, scaling the attributes, skills and items of lower characters to match those of every other character. This meant that the difficulty of content was the same in every zone, rather than becoming progressively higher in level and difficulty as it had been. This also applied to non-Alliance zones, including Craglorn and DLC zones. Craglorn was redesigned so that not all content in the zone required a group to complete. The main story of the zone was rebalanced to be completable by a single character, with the exception of the three trials that each have stories to conclude the zone's overarching plot. Previously, quests and doors for certain locations could only be started or opened if the character was in a group with a sufficient number of other characters. The battle leveling system was also expanded to include group dungeons, separating them into normal and veteran versions. Group dungeons that previously had a unique veteran version were differentiated by the 'I' and 'II' designations, each of which were given a normal and veteran version.[2]
Level restrictions[]
One Tamriel removed the level ranged previously imposed on content in Alliance zones. Previously, content difficulty was aimed at a level range; characters under this range would tend to find the content more challenging than those above it. Each zone was intended to be completed while the character was within this level range, and each range and requirement was different for each Alliance. Note that characters still need to be at least level 10 to enter Cyrodiil for the first time.[2]
Although Coldharbour became subject to battle leveling with One Tamriel and no longer has a level restriction, it can still only be accessed by completing the quest "The Weight of Three Crowns" as part of the main questline, by teleporting to a group member already there, or teleporting to an owned house there. To compensate for this new mode of progression, main quests were changed to be given to the Vestige as soon as they had completed the previous one, rather than being provided every five levels.[2]
