Panat is a cave that is located slightly north of Pelagiad, in the Ascadian Isles region. It is inhabited by slavers, who will be hostile towards the Nerevarine.
There are two keys to free the slaves. The first is just up the stairs from the slaves, on the left, on a box. The second key is at the end of the dungeon, held by Dravil Omavel.
