It is the sewers of the Redoran Canton in Vivec City. There is only rats and in a corner a Sixth House altar with a skeleton lying next to it. The skeleton is holding an Ash Statue and a Rusty Key can be found in its inventory. Underneath the Ash Statue lies a Daedric Dagger.
