Refugees are Nord, Argonian, or Dunmer beggars found inside Fort Zeren. They are escapees of the Bleakrock Village massacre.

The Bleakrock refugees will be present in the defense of Fort Zeren against the Daggerfall Covenant's invasion, but not take part.
