Season Unending is a quest available in The Elder Scrolls V: Skyrim. Despite warnings about a dragon, the Jarl of Whiterun says that he cannot help with the effort to defeat it unless the Civil War is stopped. Only the Greybeards are in a position to hold a peace council.

Background[]

The Jarl of Whiterun won't help me capture a dragon as long as the civil war is raging. If I can get the Greybeards to host a peace council, I can try to convince the Imperial and the Stormcloaks to agree to a truce in order to defeat Alduin, who is a threat to both sides of the civil war.

Objectives[]

Walkthrough[]

"They are not yet tired of war. Far from it. Do you know the ancient Nord word for war? "Season unending"... so it has proved."
Arngeir[src]

The Dragonborn must talk to either Paarthurnax, Arngeir, or Esbern. Whoever is picked will say that they must talk to the Jarl of Whiterun to try and convince him to let them use Dragonsreach, which was originally designed to capture and house a dragon.

Jarl of Whiterun[]

The Dragonborn tries to enlist the aid of the Jarl of Whiterun. However, the Jarl will say that he cannot try to capture a dragon while Whiterun is under threat of attack. He says that if a peace treaty can be agreed between the Imperials and the Stormcloaks, he will help capture and hold a dragon. The Jarl will also suggest talking to the Greybeards, as both General Tullius and Ulfric Stormcloak highly respect them.

Should the Dragonborn have already completed the Civil War questline and ended Skyrim's Civil War, or at least pursued the questline far enough that one side controls eight out of nine holds, then this quest will be automatically bypassed. Regardless of whether Whiterun is under the rule of Balgruuf the Greater with the Legion or Vignar Gray-Mane with the Stormcloaks, the Jarl will agree to capture Odahviing without talking to the Greybeards, and the main questline will be continued.

Getting the two sides to the table[]

The Dragonborn will speak to the Greybeards, who will agree to help negotiate a truce. Arngeir will suggest the Dragonborn speak to both General Tullius and Ulfric Stormcloak, and extend an invitation to meet with the Greybeards and discuss the future of Skyrim.

Note that if the Dragonborn has not yet chosen a side in the Civil War questline, then upon speaking with both General Tullius and Ulfric the first time, there will be no dialogue option to tell either about the peace conference. Instead, after mentioning Helgen, each will assume that the Dragonborn wants to join their side. Each will direct them to their assistant (either Legate Rikke or Galmar Stone-Fist), and in most cases they will then end the conversation. Approaching each one a second time will now present the option to tell them about the Greybeards and the conference.

After speaking to both parties, returning to Arngeir and speaking with him will allow the conference to begin. However, Delphine and Esbern will show up demanding entrance to the conference, representing the Blades. Arngeir initially refuses due to the Blades' past transgressions as dragon slayers, but is ultimately persuaded to permit them to join.

Peace Treaty[]

Once the peace conference has started, the Dragonborn is given a multitude of options, mostly having to do with the side taken in the Civil War questline.

Negotiation 1: Elenwen[]

As soon as the negotiations begin, Ulfric objects to Elenwen being involved in this council, saying how the Thalmor and Aldmeri Dominion should have nothing to do with Skyrim's politics. Tullius or Ulfric will ask what the Dragonborn's thoughts are:

  1. To agree with Tullius and keep Elenwen in the meeting.
  2. To agree with Ulfric and eject Elenwen from the meeting.

The choice made counts as a 'score' to the side the Dragonborn agrees with. Should the disappointed side not be favored in the next round, they may threaten to leave the negotiations, depending on the Dragonborn's stand in the Civil War. They never will, but will at least say that they feel they are treated unfairly.

Negotiation 2: Markarth or Riften[]

The next item to discuss is giving up a major Hold.

If the Dragonborn has sided with the Stormcloaks, General Tullius will demand that Riften be turned over to the Empire. Otherwise (either if sided with the Imperials or no side yet selected), Ulfric will demand Markarth be surrendered to the Stormcloaks. The opposing faction's reaction depends on the state of the Civil War: The faction that controls Markarth or Riften asks the Dragonborn what they believe is a fair trade for the city.

The answer is one of three choices:

  1. An exchange of a major Hold the opposition has. A major hold is one whose capital city is walled. For the purposes of this quest, only The Reach and The Rift can be traded. Being originally neutral, and therefore not part of any trades, Whiterun is excluded for it is implicitly at the heart of the negotiations. The primary goal of the truce is to get the side that does not currently control Whiterun to agree to cease hostilities against this hold.
  2. An exchange of a minor Hold the opposition has. This is one whose capital city is not walled. For example: Hjaalmarch, Falkreath, Winterhold, or The Pale.
  3. Alternative dealing with choice in Civil War questline (not available if no side has been chosen yet).

The council goes along with whatever choice is made. The side that controls Markarth or Riften will be unhappy if it is bargained for a minor Hold.

Negotiation 3/NA (Through Console Command): Minor Hold[]

If a console command is used to do the mission when the Stormcloaks or the Imperials only have their capital left, the other side will down size their demand to a minor hold. Here the Dragonborn has the choice of surrendering a minor hold to the Imperials or the Stormcloaks. There is no difference in the speech other than at the end. If a minor hold is indeed given up, Tullius tells the Dragonborn of his displeasure. He does not use that speech if it is kept. The Stormcloaks will take the deal either way.

Negotiation 4: Concessions[]

It is now time for the faction that has been favored less (and thus "losing" the negotiations) to ask for additional concessions. For each demand, the Dragonborn can choose whether to agree to the concession. If the Dragonborn continues to favor one side, the other will eventually say that they will, after all, act for the greater good, and they will agree to the terms in any case.

Conclusion[]

Once the treaty is agreed, the quest is complete. Arngeir summarizes the terms of the agreement, including the new Jarls appointed due to Holds exchanged. If the Dragonborn has joined a side, and the agreement is beneficial or neutral for their side, their chief negotiator (Tullius or Ulfric) will compliment the Dragonborn's efforts and reward them with a leveled weapon.

After completing the peace treaty with both sides, the Civil War questline is halted until the main quest has been fully completed with Alduin's death in "Dragonslayer."

If the Dragonborn has sided with the Stormcloaks and has liberated Falkreath in the questline "Liberation of Skyrim," in which the next objective is to liberate the Reach, then it is possible that after completing "Season Unending," the "Liberate the Reach" objective will also be complete. Note that the Liberation questline cannot be completed if the Dragonborn has a bounty in either Eastmarch or Haafingar.

If the Dragonborn has sided with the Legion and decides to trade the Reach for the Rift, then the quest "Compelling Tribute" in the Civil War questline is skipped.

Conversations[]

Show: Blades entry

Delphine: "So. Arngeir, is it? You know why we're here. Are you going to let us in or not?" Arngeir: "You were not invited here. You are not welcome here." Delphine: "We have as much right to be at this council as all of you. More, actually, since we were the ones that put the Dragonborn on this path."
(If the Dragonborn has killed or told Arngeir they will kill Paarthurnax)

Arngeir: "I know what path you set him/her on. And now Paarthurnax's wisdom is lost to us, just when we need it most."
Delphine: "He/She did what had to be done. It was long overdue. My only regret is that I wasn't able to kill him myself."

(If the Dragonborn has told Arngeir they will spare Paarthurnax)

Arngeir: "We know what path you've set him/her on. But he/she has made a different choice. Paarthurnax is still safe from your malice."
Delphine: "For now. The Blades' memory is long, as you know."

(If the Dragonborn has not discussed killing or sparing Paarthurnax)

Arngeir: "Were you? The hubris of the Blades truly knows no bounds."
Delphine: "If it were up to you, the Dragonborn would sit dreaming on this mountain doing nothing!"

Esbern: "Delphine, we're not here to rehearse old grudges. The matter at hand is urgent. Alduin must be stopped. You wouldn't have called this council if you didn't agree. We know a great deal about the situation and the threat that Alduin poses to us all. You need us here if you want this council to succeed." Arngeir: "Very well. You may enter."

Show: Beginning of the Council

Arngeir: "Take your seat and we can begin. We all wait upon you, Dragonborn. Why delay? Please, take your seat so we can begin. Now that everyone is here, please take your seats so we can begin. I hope that we have all come here in the spirit of..." Ulfric Stormcloak: "No. You insult us by bringing her to this negotiation? Your chief Talos-hunter?" Legate Rikke: "That didn't take long."

Vignar Gray-Mane: "Yes!"

Galmar Stone-First: "Hear, hear!"

Jarl Balgruuf the Greater: "Diplomatic as usual."

Elenwen: "I have every right to be at this negotiation. I need to ensure that nothing is agreed to here that violates the terms of the White-Gold Concordat." General Tullius: "She's part of the Imperial delegation. You can't dictate who I bring to this council." Arngeir: "Please. If we have to negotiate the terms of the negotiation, we will never get anywhere. Perhaps this would be a good time to get the Dragonborn's input on this matter." Galmar Stone-First: "You are weak. Sooner you realize it, the sooner we can see the back of you." Ulfric Stormcloak: "Peace, Galmar."

Show: Elenwen leaves

Elenwen: "Very well, Ulfric. Enjoy your petty victory. The Thalmor will treat with whatever government rules Skyrim. We would not think of interfering in your civil war." Galmar Stone-Fist: "Ha! Skyrim will never bow to the Thalmor! Unlike your Imperial friends here." Legate Rikke: "You're lucky I respect the Greybeards' council, Galmar!" General Tullius: "Legate. We represent the Emperor here." Legate Rikke: "Sorry, sir. It won't happen again."

Show: Elenwen stays

Galmar Stone-First: "We walk, then." Ulfric Stormcloak: "No. We'll stay. Out of respect for the Dragonborn and our Greybeard hosts. But she is to observe, nothing more. We are not negotiating with her, is that clear?" Elenwen: "Ulfric, why so hostile? After all, it's not the Thalmor that's burning your farms and killing your sons." Legate Rikke: "She's supposed to be on our side?" Ulfric Stormcloak: "You know exactly... no. Not this time."

Show: Start of the Council, Imperial power

Arngeir: "Now that that's settled, may we proceed?" General Tullius: "One moment." Galmar Stone-Fist: "Here we go." General Tullius: "I just want to make clear that the only reason I agreed to attend this council was to deal with the dragon menace."

General Tullius: "We have no need to negotiate when the rebels are so clearly losing the war."
General Tullius: "I have no authority to negotiate a permanent settlement, unless Ulfric is ready to sue for peace and turn himself over to Imperial justice."

Ulfric Stormcloak: "Master Arngeir, are you going to just let him continue to..." General Tullius: "We're here to arrange a temporary truce to allow the Dragonborn here to deal with the dragons. Nothing more."

General Tullius: "You should be glad enough of a chance to lick your wounds at this point in the war."
General Tullius: "We consider even sitting down to talk with these rebels more than generous."

Ulfric Stormcloak: "Enough posturing, Tullius. If you came to talk, let's get on with it." General Tullius: "Fine. Let's get this over with."

Show: Start of the Council, Stormcloak power

Arngeir: "Now that that's settled, may we proceed?" Ulfric Stormcloak: "I have something to say first." Legate Rikke: "Here we go." Ulfric Stormcloak: "The only reason I agreed to attend this council was to deal with the dragon menace."

Ulfric Stormcloak: "We have no interest in negotiating with the Empire. It's only a matter of time before they are driven out of Skyrim."
Ulfric Stormcloak: "There's nothing else to talk about, unless the Empire is finally ready to renounce its unjust claim to rule over the free people of Skyrim."

Legate Rikke: "I knew he wouldn't be able to resist." Ulfric Stormcloak: "We're here to arrange a temporary truce to allow the Dragonborn here to deal with the dragons. Nothing more."

Ulfric Stormcloak: "You should be glad enough of a chance to lick your wounds at this point in the war."
Ulfric Stormcloak: "I consider even talking to the Empire a generous gesture."

General Tullius: "Are you done? Did you just come here to make speeches? Or can we get down to business?" Ulfric Stormcloak: "Yes, let's get this over with."

Show: Stormcloak demand - Markarth

Arngeir: "Are we ready to proceed? General Tullius. Jarl Ulfric. This council is unprecedented. We are gathered here at the Dragonborn's request. I ask that you all respect the spirit of High Hrothgar, and do your best to begin the process of achieving a lasting peace in Skyrim. Who would like to open the negotiations?" Ulfric Stormcloak: "Yes, let's get down to it. We want control of Markarth. That's our price for agreeing to a truce." Elisif the Fair: "So that's why you're here, Ulfric? You dare to insult the Greybeards by using this council to advance your own position?" General Tullius: "Jarl Elisif, I'll handle this." Elisif the Fair: "General, this is outrageous! You can't be taking this demand seriously! I thought we were here to discuss a truce!" General Tullius: "Elisif! I said I'd handle it. Ulfric, you can't seriously expect us to give up Markarth at the negotiating table. You hope to gain in council what you've been unable to take in battle, is that it?" Ulfric Stormcloak: "We've taken it before. I'm only asking for what will be ours soon enough anyway." Arngeir: "I'm sure Jarl Ulfric does not expect something for nothing." Legate Rikke: "Yes, that'd be entirely out of character." Arngeir: "What would the Empire want in return?" Elisif the Fair: "Wait. General, you don't intend to just hand over Markarth to that... traitor!"

Jarl Balgruuf the Greater: "This is how the Empire repays us for our loyalty?"
Vignar Gray-Mane: "You lost the trust of the people of Skyrim, Elisif. You had your chance to make the right choice when the war started."

General Tullius: "Enough! First, let's be clear. This council wasn't my idea. I think it's a waste of time. You are a traitor to the Empire, and deserve a traitor's death. But I at least will negotiate in good faith."

Show: Imperial demand - Riften

Arngeir: "Are we ready to proceed? General Tullius. Jarl Ulfric. This council is unprecedented. We are gathered here at the Dragonborn's request. I ask that you all respect the spirit of High Hrothgar, and do your best to begin the process of achieving a lasting peace in Skyrim. Who would like to open the negotiations?" General Tullius: "Our terms are simple. Riften must be returned to Imperial control. That's our price for agreeing to a truce." Galmar Stone-Fist: "By Talos, the stones on this one! You're in no position to dictate terms to us, Tullius!"

Vignar Gray-Mane: "Elisif, are you really going to be a party to this foolishness? Do you really think Ulfric will just turn Riften over because some Imperial general barked an order?"

Ulfric Stormcloak: "That's quite an opening demand, Tullius." Galmar Stone-Fist/Vignar Gray-Mane: "Ulfric, you can't be taking this demand seriously? We can hold Riften against anything the Empire can throw at it." Galmar Stone-Fist/Vignar Gray-Mane: "Besides, Jarl Laila will never agree to..." Ulfric Stormcloak: "Galmar/Vignar. We will do whatever I decide is in the best interests of Skyrim. Are we clear?" Galmar Stone-Fist/Vignar Gray-Mane: "Yes, my lord." Ulfric Stormcloak: "Come on, Tullius, you can't seriously expect us to just hand over Riften at the negotiating table. You haven't been able to take it back yet. Why should we give it up now?" Arngeir: "I'm sure General Tullius does not expect something for nothing." Galmar Stone-Fist: "Of course not! What will you offer for Riften, Tullius? Some empty promises? Maybe some more Imperial bluster?" Ulfric Stormcloak: "Enough, Galmar." Arngeir: "Jarl Ulfric, what would you want in return?" Ulfric Stormcloak: "First, let me be clear. The sons of Skyrim know from bitter experience that talking to the Empire is a waste of time, or worse. Imperial promises are simply a way to lull you while they prepare a dagger for your back." Galmar Stone-Fist: "Aye! We haven't forgotten Markarth, Tullius!" Ulfric Stormcloak: "But I accepted the Dragonborn's invitation to this council, and I at least will negotiate in good faith."

Show: Markarth given to the Stormcloaks
Ulfric Stormcloak: "You heard the man, Tullius."
Ulfric Stormcloak: "You heard what she said, Tullius."
Ulfric Stormcloak: "We've made you a fair offer. If you're really serious about this truce, you need to reconsider."
Ulfric Stormcloak: "The Dragonborn has spoken, Tullius. Markarth will be ours. Now we'll see if there's anything behind your talk of good faith."
General Tullius: "I expected better of you, Dragonborn. You swore an oath to serve the Emperor. Don't forget it."
General Tullius: "I don't blame you, Dragonborn. You made the best of a bad situation."
General Tullius: "You disappoint me, Dragonborn. I accepted your invitation to this council, despite your known association with the rebels. But it seems you have no intention of dealing fairly with me."
General Tullius: "I don't blame you, Dragonborn. You treated us fairly despite your known rebel sympathies."
General Tullius: "You disappoint me, Dragonborn. I accepted your invitation on trust in your good name. But it seems you intend to favor Ulfric."
General Tullius: "I don't blame you, Dragonborn. You made the best of a bad situation."
General Tullius: "I can see now that this is not a negotiation at all."
General Tullius: "But I can see now that this is not a negotiation at all."

General Tullius: "I know you, Ulfric. If I hand over Markarth, you'll be ready with a new demand."

General Tullius: "You're losing this war, and you know it."
General Tullius: "You'll never defeat the Empire, and you know it. But you're willing to sacrifice thousands for your own selfish ambition."

General Tullius: "Soon enough I'll have you back under the headsman's axe, and this time there won't be any dragon to save you." Ulfric Stormcloak: "As always, the Empire's fine words are worth nothing!"

Show: Riften given to the Empire
General Tullius: "You heard the man, Ulfric."
General Tullius: "You heard what she said, Ulfric."
General Tullius: "We've made you a fair offer. Are you serious about these talks, or are you just here to posture?"
General Tullius: "We get Riften back. Now we'll see if there's anything behind your fine words."
Ulfric Stormcloak: "I expected better from you Dragonborn. I came here in good faith, despite your known Imperial sympathies."
Ulfric Stormcloak: "You're different from what I expected, Dragonborn. You treat us with respect, despite your known Imperial sympathies."
Ulfric Stormcloak: "You did the best you could, brother. But I've learned the hard way that these Imperials are best dealt with at sword point."
Ulfric Stormcloak: "You did the best you could, sister. But I've learned the hard way that these Imperials are best dealt with at sword point."
Ulfric Stormcloak: "Think hard about your loyalties, brother. I expected better from you."

Ulfric Stormcloak: "I expected better from you Dragonborn. I came here in good faith, and now it seems you help the Empire at every turn."
Ulfric Stormcloak: "I know how this works, Tullius. I've learned the value of Imperial promises the hard way. Never again."
Ulfric Stormcloak: "You're losing this war and you know it."
Ulfric Stormcloak: "If you think we'll just hand over Riften, you're as deluded as your Emperor when he signed away our freedom to the Thalmor."

Ulfric Stormcloak: "Skyrim will never again bow to your false Empire! Let's go, Galmar. I should have listened to you in the first place."

General Tullius: "If you think that winning a few battles means you're winning the war, you're even worse at strategy than diplomacy."
General Tullius: "You always were a fool, Ulfric. You're no better at diplomacy than you are on the battlefield."
Show: Riften remains Stormcloak
Ulfric Stormcloak: "You heard the man, Tullius."
Ulfric Stormcloak: "You heard what she said, Tullius."

Ulfric Stormcloak: "Riften is off the table. The Empire barely has a toehold left in Skyrim. We don't need to pay such a high price for this truce."

General Tullius: "I know you, Ulfric. You have no intention of coming to terms. You're here to blacken the Empire's name, and I won't be party to it."

General Tullius: "You may think this war is nearly won. You're wrong. I've been fighting you with a mere handful of troops. Once the Emperor is convinced of the need, then you will see the full strength of the Imperial Legion."
General Tullius: "If you think you can hold Riften, you're as deluded as you've always been."

General Tullius: "Soon enough I'll have you back under the headsman's axe, and this time there won't be any dragon to save you." Ulfric Stormcloak: "As always, the Empire's fine words are worth nothing!"

Esbern: "Stop! Are you so blind to our danger that you can't see past your petty disagreements? Here you sit arguing about... nothing! While the fate of the land hangs in the balance!" Ulfric Stormcloak: "Is he with you, Delphine? If so, I advise you to tell him to watch his tongue." Delphine: "He is with me. And I advise you both to listen to what he has to say, before you do anything rash." Esbern: "Don't you understand the danger? Don't you understand what the return of the dragons means? Alduin has returned! The World-Eater! Even now, he devours the souls of your fallen comrades! He grows more powerful with every soldier slain in your pointless war! Can you not put aside your hatred for even one moment in the face of this mortal danger?" Elenwen: "A very pretty speech, but what does it have to do with..." General Tullius: "That's enough out of you." Ulfric Stormcloak: "Shut up." General Tullius: "I don't know about the end of the world, but this dragon situation has gotten out of hand. If this truce will help the Dragonborn here put an end to that menace, we both gain. Remember that, Ulfric." Ulfric Stormcloak: "If he's right about Alduin... we both have just as much to lose here, Tullius, remember that."

General Tullius: "You know as well as I do that that we can't hand over Markarth on these terms."
General Tullius: "You know I can't agree to these terms. The Emperor would repudiate this treaty and I would be recalled."
General Tullius: "Don't hand me a mug of sheep's piss and call it Colovian brandy. These terms are still not acceptable."
General Tullius: "Come on, Ulfric. You have to give a little ground here. The dragons are a threat to us both."
Galmar Stone-Fist: "Shor's bones, where will these demands end?"
Galmar Stone-Fist: "Damn Imperial arrogance!"
Galmar Stone-Fist: "You see what talking to them gets us?"

General Tullius: "What makes you think I'll give that to you, if I wouldn't give you Markarth?"
General Tullius: "Where do these demands stop, Ulfric? Do you expect me to surrender all of Skyrim?"
Ulfric Stormcloak: "I'm willing to let the Dragonborn be the judge of the fairness of my request."
Ulfric Stormcloak: "It seems I have no choice but to let the Dragonborn decide. Although I'm starting to doubt your fairness."

Ulfric Stormcloak: "And so the Empire runs roughshod over Skyrim, as usual."

Ulfric Stormcloak: "I shouldn't agree to terms that so blatantly favor the Empire. I have no choice, though, under the circumstances. But once Alduin is defeated - then it will be the Empire's turn. Remember - "Evgir Unslaad.""
Ulfric Stormcloak: "The sons of Skyrim will live up to their agreements. As long as the Imperials hold to theirs."
Ulfric Stormcloak: "You should be pleased, Elisif. You've done well for yourself as the Empire's pet Jarl. But beware - the Empire's loyalty is fickle. They will tire of this war, and then I will be the one dictating terms to you."
Ulfric Stormcloak: "What about you, Elisif? Are these terms to your liking? Speak up. I'm sure General Tullius is waiting to do your bidding."

Elisif the Fair: "I have nothing to say to that murderer. General, you've proven yourself a good friend to Skyrim. I continue to trust that you will do your utmost to safeguard our interests." General Tullius: "Thank you, Jarl Elisif. I appreciate your loyalty."

General Tullius: "These terms blatantly favor the rebels. Everyone here knows that. But the Empire will accept them, until the dragon menace is dealt with."
General Tullius: "The Empire can live with these terms, yes. For a temporary truce, until the dragon menace is dealt with."

General Tullius: "After that, Ulfric... there will be a reckoning. Count on it."

Ulfric Stormcloak: "Come on, Galmar. We have a lot of work to do."

Jarl Balgruuf the Greater: "Giving up Markarth is a heavy price for this truce, Dragonborn. I hope it was worth it."
Jarl Balgruuf the Greater: "I admit, I really didn't expect you'd be able to arrange a truce. Getting Ulfric to agree to anything at all is quite an achievement."

Arngeir: "Jarl Baalgruf, I assume you are familiar with the Dragonborn's plan?" Jarl Balgruuf the Greater: "Yes, I'm ready to do my part. Just say the word, and my men will help you spring this trap." Arngeir: "But the difficulty remains - how to lure a dragon to Dragonsreach at all?" General Tullius: "Well that's an excellent question. You haven't overlooked that little detail, have you?" Esbern: ""Ah. I believe I can be of help here."

Vignar Gray-Mane: "I admit, I really didn't expect these talks to succeed. Getting the Empire to agree to anything at all is quite an achievement."

Arngeir: "Jarl Vignar, I assume you are familiar with the Dragonborn's plan?" Vignar Gray-Mane: "Yes, I'm ready to do my part. Just say the word, and my men will help you spring this trap." Arngeir: "But the difficulty remains - how to lure a dragon to Dragonsreach at all?" Ulfric Stormcloak: "By Talos, that's an excellent question. I hope you haven't forgotten that little detail?" Esbern: "Ah. I believe I can be of help here."

Show: Switching sides, Imperial

Galmar Stone-Fist: "For what it's worth, I'm sorry to see you go. You fought well for us." General Tullius: "Don't listen to him. Ulfric's been telling lies about himself for so long, he's actually starting to believe them."

Show: Switching sides, Stormcloak

Legate Rikke: "I'm sorry. Good luck." Ulfric Stormcloak: "Pay no attention to him. A ponderous windbag, like most Imperial generals."

Season Unending – MQ302
ID Journal Entry
10 The Jarl of Whiterun won't help me capture a dragon as long as the civil war is raging. If I can get the Greybeards to host a peace council, I can try to convince the Imperials and the Stormcloaks to agree to a truce in order to defeat Alduin, who is a threat to both sides in the civil war.

Trivia[]

  • Whether Paarthurnax has been killed or not will affect the dialogue between Delphine, Esbern and Arngeir during the Blades' request to attend the negotiations.
  • Evgiir Unslaad, or "Season Unending" is the Ancient Nordic term for war. This is revealed through dialogue with Arngeir, which further reflects his opposition to war and his pessimism about the usefulness of the peace treaty.
  • It is implied that Ulfric Stormcloak already knew Delphine before the events of "Season Unending." While listening to Esbern, he asks Delphine if Esbern is with her, referring to her by name. There is no dialogue during the quest to suggest that the two are meeting for the first time in High Hrothgar.
  • Dual casting Frenzy coupled with Quiet Casting on the council can create chaos, causing them to fight against each other. Despite this, neither side of the conflict will become hostile to the other or end the council.
  • Elenwen will not react in any way to the presence of either Delphine or Esbern, despite both being priority targets of the Thalmor. She will also have some threatening dialogue for the Dragonborn if spoken to, along the lines of knowing exactly who they are and remembering them from the Embassy infiltration.
  • In pure diplomatic terms, the best outcome of the negotiations that can be achieved is to gain one major and one minor Hold for trading one major Hold only. The "price" for this is to agree to the opposing party's request about Elenwen (e.g., sending her away if the Dragonborn sides with the Imperials). Although the chief negotiator will announce that the terms of the treaty clearly favor the other side, he will then silently admit that the Dragonborn has done well and grant an item reward.
  • The Dragonborn can back out of conversation when both Ulfric and Tullius speak to them. In addition, they can tell them that they are not interested in dealing with politics. If this is done for both sides, then Markarth will be taken by the Stormcloaks, and Riften will be taken by the Imperials.
  • This quest is skipped if the Civil War questline has already been completed, regardless of who the Dragonborn sided with. It will also be skipped if either Windhelm or Solitude is the only remaining city that has yet to be taken.

Bugs[]

This section contains bugs related to Season Unending. Before adding a bug to this list, consider the following:

  1. Please reload an old save to confirm if the bug is still happening.
  2. If the bug is still occurring, please post the bug report with the appropriate system template  360  /  XB1  ,  PS3  /  PS4  ,  PC  /  MAC  ,  NX  /  PS5  ,  XS  , depending on which platform(s) the bug has been encountered on.
  3. Be descriptive when listing the bug and fixes, but avoid having conversations in the description and/or using first-person anecdotes: such discussions belong on the appropriate forum board.

  •  PC   360   PS3   If the Dragonborn has started the quest to join either the Stormcloaks or the Imperials, it will be impossible to continue with the quest, as there will be no dialogue box when they talk to the faction leaders, making it impossible to tell them about the Greybeards' peace treaty.
    • This can be fixed by repeatedly tapping the activate button when speaking to Galmar or Ulfric. They will keep saying that a mission is ongoing. Upon completing the "Battle for Whiterun," the option to talk to General Tullius and Ulfric Stormcloak becomes available again. It also is possible to talk to them when returning The Jagged Crown.
    •  PC (Fix)   To talk to Ulfric, the console command SetStage MQ302 30 can be used after having already talked to General Tullius.
    •  PC (Fix)   To talk to General Tullius, the console command SetStage MQ302 20 can be used after having already talked to Ulfric.
    •  360   PS3   Joining either of the factions and speaking to the leader immediately afterwards will work around this. Note that this only works with General Tullius: Ulfric will just direct the Dragonborn to talk to Galmar.
    • Alternatively, if the Dragonborn has any outstanding "initiation" quests running, then completing them should allow talking to the appropriate leader.
  • If "The Jagged Crown" (for the Legion) has been started, Tullius will not be able to speak with the Dragonborn, instead sending him to join Legate Rikke.
    • This can also occur with Ulfric in the same quest, if joining the Stormcloaks.
  • Sometimes one or more of the original guards of the holds that were exchanged will still be inside the main city and the guard(s) will attack their new occupants.
  •  PC   360   PS3   If the negotiators stop talking and the Dragonborn is unable to talk, they should exit their seat or it will be impossible to continue the creation of the treaty.
    •  PC (Fix)   Using setstage mq302 300 after the NPC's are seated at the table will complete the quest. Talking to Esbern should continue the quest after that.
    •  360   PS3   A previous save that has the older state of "Season Unending" can be reloaded to finish the quest.
  • The meeting may not start after the Dragonborn has taken a seat.
    • Staying seated and waiting twenty-four hours in-game will trigger the meeting. If it still does not trigger, all guests should sit down after five to ten minutes of real time.
    • Leaving High Hrothgar and then coming back can also trigger the meeting.
    • Galmar may get stuck on Delphine and be unable to reach his seat. Running into him until he is closer to his spot (the seat two over from you) will allow everyone to sit down properly.
    •  PC (Fix)   If the quest still does not begin, typing setstage mq302 60 into the console can fix it.
    •  PC (Fix)   If the console command above does not help, disabling then enabling Galmar or moving him closer to his seat via console commands (clicking him and then typing "movto player") may also help.
    •  360 (Fix)   Making sure that both the "Season Unending" and "The Fallen" quests are selected, talking to Arngeir at the other side of the table, then finally walking over and take a seat and wait for an hour once seated, should trigger the meeting.
    •  PC  This bug may also occur if the quest "Tending the Flames" is at a stage where Viarmo is about to recite the verse to Elisif, rendering both "Tending The Flames" and this quest impossible to progress further. The best option so far is to load from an earlier save (before speaking to Tullius and Ulfric / before giving King Olaf's Verse to Viarmo) and complete either one first without progressing on the other.
  •  PS3   The Achievement/Trophy from the Civil War quests can be missed because of how "Season Unending" plays out. If the favored faction gains one or both of the needed forts, the Dragonborn will not get credit, thus never unlocking the Achievement/Trophy.
    • This can be fixed by ensuring the opposing faction gets both forts, or completing that portion of the Civil War quests before starting "Season Unending."
  •  PC   Esbern may not speak.
    • Disabling then enabling him will wake him up. This can be done by opening the console, clicking on him, then typing "disable" and "enable." This may need to be repeated every time he stops walking around his seat.
  • Sometimes the Jarl of Whiterun does not require this quest and will allow the Dragonborn to trap a dragon even if the war is not yet finished, when all Stormcloak cities but Windhelm or all Imperial cities but Solitude have been captured.
  •  360   PS3   Legate Rikke attacks the Dragonborn if they have committed several crimes, such as stealing horses at Imperial camps.
    • This can be solved by attacking her far away from the negotiation room until she is on her knees (since she is marked as essential, she cannot be killed), then quickly sprinting to the room to start the negotiations. The trick is not to let anyone else see Legate Rikke attack.
  • If "The Forsworn Conspiracy" has not been completed, it will automatically be marked as complete if Markarth is surrendered to the Stormcloaks. However, the next quest, "No One Escapes Cidhna Mine," will not appear in the quests screen.
  • Sometimes, "Season Unending" will not complete gracefully, causing quest stages for both it and the overall Civil War quest (id "CW") to not engage properly. For example:
    • Characters from the conference may endlessly walk up and down the stairs just outside High Hrothgar, not responding to the Dragonborn and not otherwise participating in any quest dialogue or events. If using the console to kill or forcibly return them to their home locations, they will simply walk back to the stairs and continue their endless loop (even walking across all of Skyrim to reach the steps).
      • This can be solved by ensuring all finishing quest stages have been properly completed, specifically stages past 300.  PC   Check their status with player.sqs MQ302 and activate stages with setstage MQ302 <stage>. As soon as the appropriate stage is triggered, all remaining characters will begin a long walk back to their home locations and will immediately be able to interact with the Dragonborn again.
    • "Season Unending" triggers stage 255 of the overall Civil War quest ("CW"), a stage which is specially designed to stop the war while the peace conference is in session. When active, this stage puts a forced hold on all Civil War combat quests (except for the "Battle for Whiterun"), preventing the selection of key dialogue options to trigger them. Stage 256 of CW releases this hold thus re-enabling the war, and should be automatically triggered when "Season Unending" completes. However, if the quest does not complete gracefully, the Civil War may become stuck on permanent hold.
      •  PC (Fix)   This can be checked via player.sqs CW and fixed via setstage CW 256.
  •  PC   If, during the quest "The Jagged Crown" (for the Stormcloaks), the Dragonborn gives Ulfric the message from the Graybeards instead of handing over the Jagged Crown, Galmar may not appear at the conference and make it impossible to continue.
    •  PC (Fix)   This can be fixed with the command prid 0001B133 followed by moveto player.
