Maormer attacked an Aldmeri Dominion ship off the coast of Jode's Pocket and captured several members of its crew.

Walkthrough[]
When approaching Jode's Pocket, you will run into an Altmer named Seaman Ambaran. He will tell you that his ship has been attacked by Maormer while they were navigating a black fog, and that his crewmates are being held captive in Jode's Pocket. He will ask you to go free them.
The closest crewmate is Striker Aldewe, down the cliff to the northeast. From there, head to the tent to the west to find Quartermaster Erancar. Once you have freed him, swim across the stream from where you found the Striker, and you will find the tents where Boatswain Faranya and Carpenter Curissil are being held.
The last person you rescue will tell you that they took Captain Seritenya and First Mate Valion to the eastern cliffs. Head over there and into the Maormer camp, and you will find First Mate Valion and a dead body in a cage. Free Valion and he will tell you that the captain was taken away for interrogation. He does not know where the captain was taken, but he has something of great importance for you to do while he figures it out. You are to sneak onto the Maormer ship and burn the Thalmor Fleet Manifest, a book detailing all the Thalmor fleet movements, before the Maormer discover what it really is.
Head north and you will find the ship. Your target is the intact ship, not the half-sunken one. Once you are aboard, head belowdecks and down the stairs to reach the cabins. The first room to your right will have the manifest, lying atop a bookshelf. Burn it, then head back above deck and you will find First Mate Valion and some of his crew there. They have captured a Maormerand are interrogating him. Speak with him to finish the quest and start the next one, "The Captain's Honor."
