Dawnstar's guards automatically hostile[]
After siding with the Empire and reach Dawnstar with the forged documents, all guards are hostile towards me, including Frorkmar Banner-Torn whom you are supposed to give documents to. If you K.O. Banner-Torn you can talk to him when he gets up. Meet him during the day in Whitehall.
