Not sure about others but I ended up getting Shalidor's Insights from within Blind Cliff Cave in a chest next to Petra.Aramüs (talk) 05:21, December 11, 2011 (UTC)
This may be one of the random location type quests, I'll check to see where I have to go to confirm this. I just noticed there are 2 pages for Shalidor's Insights (link purposefully left out) and will try to merge them today. Ok, just checked out my quest for Shalidor's Insights, it has me going to Glenmoril Coven to find it. Another minor mess I found, it's actually Glenmoril Coven in game, but some one has linked the name to Glenmoril Witches and I will have to get an administrator to fix it. But the short answer is, alot of the quests to seek and find artifacts tend to be assigned to differant locations across Skyrim. I believe the game uses a randomizer that pulls from a list of acceptable/related locations which have not yet been cleared. Which is one of the things I am loving about this game, it makes it differant for each play through as you will likely not do everything the same way again.
