Telvanni Hortator is one of the quests in the main questline of The Elder Scrolls III: Morrowind, after The Path of the Incarnate.

Background[]

"Nibani Maesa reminded me of the Fourth Trial of the Seven Visions: 'A stranger's voice unites the Houses./Three Halls call him Hortator.' When I have been named Hortator by each of the three Great Houses of Vvardenfell, I will have passed the Fourth Trial and should return to Nibani Maesa for further guidance."

Walkthrough[]

Note (1): The quest to become Telvanni Hortator runs in conjunction with the similar quests to become Hortator of the other Great Houses of Hlaalu and Redoran. It is, also, possible to be declared Nerevarine of the Ashlanders tribes at the same time, although, Sul-Matuul will advise to wait until being the Hortator of all houses before undergoing this particular task, as this will make many people's Disposition for the Nerevarine drop.
Note (2): If the Nerevarine has completed the Telvanni questline then the title of Telvanni Hortator is granted automatically.

If questioned about becoming Telvanni Hortator, Nibani Maesa will reveal that the Telvanni Councilors meet in Sadrith Mora.

After arriving in Sadrith Mora, the Nerevarine will go to the Telvanni Council House. The first person met inside is Dalyne Arvel. If questioned about the councilors, she will provide the Brown Book of 3E 426 which contains the name of all the councilors and their locations. She will also recommend speaking with Master Aryon first.

Master Aryon[]

The Nerevarine will travel to Tel Vos, near Vos to find Master Aryon. The Hero will be informed that in order to speak to him, they must levitate to his chambers in the giant mushroom at the top of Tel Vos. Once there, Aryon will grant his vote simply by talking to him and will give advice on how to obtain the votes of the other Telvanni Council members.

Mistress Dratha[]

Mistress Dratha can be found in Tel Mora, east of Vos. If the Nerevarine is male, obtaining her vote will require her disposition towards the Nerevarine to be above 80, this can be done by bribing her. Then the choice to "Hurl yourself at her feet and plead for a hearing" will become available. She will then listen to the Hero's tale and grant her vote, as well as offering a single Summon Golden Saint scroll.

If the Nerevarine is female, Dratha will grant her vote with little to no trouble and will award four Summon Golden Saint scrolls.

Master Neloth[]

The vote of Master Neloth requires the Nerevarine to levitate to his chambers in Tel Naga in Sadrith Mora. Once there, Neloth will grant his vote to the Nerevarine if his disposition is above 70, which can be achieved by bribing him.

Mistress Therana[]

Therana, who was described by Master Aryon as losing her mind, can be found in the Upper Tower of Tel Branora. To gain her vote, the Nerevarine must interrupt her unending tale by either amusing her (if the Hero has a speechcraft skill above 30) or by telling her the Hero's story. This is only successful if her disposition is above 80, which can be achieved by bribery. 

Master Baladas (Telvanni members only)[]

Obtaining the vote of Master Baladas is only required if the Nerevarine has joined the House of Telvanni and completed the quest "Baladas Demnevanni." He can be found in Gnisis and will grant his vote if his disposition towards the Nerevarine is above 40.

Gothren[]

Archmagister Gothren is located in Tel Aruhn and as Master Aryon explained, will prevent the Nerevarine from gaining his vote by constantly delaying his decision or, if his disposition is above 90, will simply refuse. The only alternative, therefore, is to defeat him in a battle. Gothren is flanked by two Dremora who can be attacked first without placing a bounty on the Nerevarine. This step will be skipped if the Nerevarine is already the Telvanni Archmagister since Gothren will already be dead.

Once all the votes have been acquired, the Nerevarine must return to Aryon to be granted the title of Hortator of Telvanni and receive the Robe of the Hortator as a token of the position.

40 Master Aryon told me that Archmagister Gothren never directly refuses requests, but delays indefinitely, never giving an answer. Master Aryon advised killing Gothren, which is how political disputes are resolved in House Telvanni.

50 After hearing my story, Master Aryon agreed to make me the Telvanni Hortator. He said the other councilors might need some persuading. Master Neloth is ill-tempered, and Mistress Therana is losing her mind. Dratha will like me since I'm female. Master Aryon told me that Archmagister Gothren would delay my request indefinitely. He advised me to kill Archmagister Gothren.

5 I asked Mouth Raven Omayn if Mistress Dratha would vote for me as Hortator of House Telvanni. Omayn said I would have to speak directly to Dratha on a matter of such importance.
10 I asked Mouth Raven Omayn if Mistress Dratha would vote for me as Hortator of House Telvanni. Omayn said that might be a problem, since Dratha hates men. Omayn suggested I do everything possible to improve her disposition before I asked her.
30 I asked Mistress Dratha if she would vote for me as Hortator of House Telvanni. She wouldn't even listen to my story. I hope I can find some way to improve her disposition before I try again.
50 I asked Mistress Dratha if she would vote for me as Hortator of House Telvanni. After hearing my story, she agreed without hesitation to give me her vote.

30 I asked Master Neloth if he would vote for me as Hortator of House Telvanni. Neloth is a cranky, ill-tempered old wizard, impatient and quick to anger. He shouted at me for interrupting him with such nonsense. Perhaps I can find some way to improve his disposition before I try again.
50 When I finally got Master Neloth to listen to me, he casually gave his vote for me as Hortator. It was clear that he didn't care one way or the other.

5 I asked Mouth Felisa Ulessen if Mistress Therana would vote for me as Hortator of House Telvanni. Ulessen said I would have to speak directly to Therana on a matter of such importance. Ulessen warned me that Therana was very eccentric, and it may be hard to get and keep her attention long enough to ask the question. She also suggested I rely on keeping her happy rather than annoy her with details and arguments.
30 I tried to ask Mistress Therana if she would vote for me as Hortator of House Telvanni, but it was impossible to get her attention. She's easily distracted. Maybe if I concentrate on being charming and entertaining, I'll be able to focus her attention on me.
50 When I managed to catch Mistress Therana's attention, it was easy to get her to agree to vote for me. I'm not sure she knew what she was voting for, or why. But when I asked, "Will you vote for me as Hortator," she said, quite clearly, "You want to be a Hortator? Certainly. Go right ahead.

5 I asked Mouth Edras if Master Baladas would vote for me as Hortator of House Telvanni. Edras said I would have to speak directly to Baladas on a matter of such importance.

50 I asked Master Baladas if he would vote for me as Hortator of House Telvanni. He said he had found me, on the whole, an agreeable colleague, and thought I was a suitable candidate for Hortator.

5 I asked Mouth Mallam Ryon if Archmagister Gothren would vote for me as Hortator of House Telvanni. Ryon said I would have to speak directly to Gothren on a matter of such importance.
30 I asked Archmagister Gothren if he would vote for me as Hortator of House Telvanni. He listened to my story carefully, and said he found my proofs persuasive. He said, however, that it was a very grave responsibility to make such a decision, and that he would need some time to reflect and consider, and to confer with other councilors.
50 It was very difficult, but I managed to get Archmagister to admit that he had no intention of naming me Hortator of House Telvanni. He said it was not in Telvanni interests to name an unknown and unreliable outlander and outsider to such an important position.

He said I clearly was attempting to use the office of Hortator as a means of advancing my own interests. He refuses to discuss the subject further, and threatened to kill me if I continued to annoy him.

Trivia[]

  • This quest can be completed by simply killing all of the Telvanni Council members, as per Telvanni custom (although this method is not recommended).
  • As with all of the other Becoming Hortator and Nerevarine quests, the Telvanni Hortator quest can be bypassed entirely if the Nerevarine has a reputation above 50 (and is Lvl 20 or above).
  • Tel Vos' northeastern tower holds a room containing the unique shield Azura's Servant, an enchanted spear and an axe. The room, however, is guarded by a leveled creature.
