The Telvanni Peninsula is a zone in The Elder Scrolls Online: Necrom and is directly connected to Apocrypha. The zone was added with Update 38 along with the release of the Necrom chapter and is a part of the Shadow Over Morrowind storyline.[1] The Peninsula is the territory of the Dunmer of House Telvanni, which, despite being in Morrowind, is not a part of the Ebonheart Pact.[2] It sits on the central east coast of Morrowind against the Padomaic Ocean with Bal Foyen and Stonefalls to the east, Deshaan to the southeast, and Vvardenfell is to its northwest across the Inner Sea. The city of Necrom is the region's major metropolitan area on the northeast coast and there are several smaller settlements and Telvanni mushroom towers across the landscape.
Background[]
- ""Do not doubt our resolve or mistake our isolation for weakness. House Telvanni stands alone. And it will remain so long after your alliances become dust between the pages of history"—Archmagister Nelos Otheri, in private correspondence to Mournhold, Wayrest, and Elden Root."

The Telvanni Peninsula is governed by the magisters of House Telvanni. Despite being one of the Dunmer Great Houses, they refused to join the Ebonheart Pact at its founding, instead deciding to expel every trooper of the other houses from the Peninsula.[3] By 2E 582, the coast from Bal Foyen to Necrom on both sides was under the complete authority of the Telvanni, as well as the lands further north and the Northeast Archipelago, with the notable exception of Necrom itself. During the formation of the Ebonheart Pact, barristers from both the Pact and Telvanni met to discuss the status of the city given its cultural and religious significance to all Dunmer beyond just Telvanni. It was decided to allow Necrom to have nominal independence from House Telvanni under the administration of the Keepers of the Dead, a holy order supported by the Tribunal Temple. As such, House Telvanni guarantees safe passage to those traveling to and from Necrom.[4] The island of Gorne off the northeast coast of the Peninsula is also not owned by House Telvanni, instead being used by House Indoril as an asylum for insane mages.[5] House Telvanni's control over the Peninsula is said to be absolute and its rule within its borders undisputed.[4]
The settlement of Ald Isra on the west coast provides a location for the Assembly of Mouths to convene, where the mouths of Telvanni magisters meet and represent their masters. For severe and consequential matters, a conclave of the magisters may be held wherein the magisters themselves are compelled to attend at Tel Hluulen in Ald Isra.[6][7] Several other mushroom towers also occupy the landscape. On the northwest coast of the Peninsula lies the Dwemer ruins of Kemel-Ze. In the First Era before the Battle of Red Mountain and disappearance of the Dwarves, Dumac Dwarfking gifted Sotha Sil a wing of Kemel-Ze to use as a laboratory following the brokering of an alliance with Indoril Nerevar. Although he no longer uses the laboratory, the factotum Protus continues to administer to the facility and ensure its security from Telvanni mages wishing to learn its secrets.[8][9]
