Tertius Favonius is a male Imperial who lives in the Imperial City Elven Gardens District, and also gives copies of the Black Horse Courier. When you talk to him and ask him about the Imperial City, he says that he likes women, but since he met Romana Faleria, he has stayed away from other women.
