Some time back, a mage came up with a theory that everybody in the Shivering Isles had a mania and a dementia half inside them. In order to test the theory, he found a small settlement and cast a spell on it that not only split the town into two parts, but created doubles of each of the citizens inside. The mage, for whatever reasons, left the town and did not undo the damage, leaving the townspeople with duplicates of themselves.
The townspeople began to hate their counterparts, they got to a point of wanting them dead, but are unable to kill their duplicates because doing so would count as suicide, and feared ending on the Hill of Suicides.
Walkthrough
After hearing that the two sides dislike each other, the Hero will either be pointed the Dementia Horkvir or the Mania Horkvir, depending on who they where talking to. Either way, the Horkvir will explain that neither side can stand the other and the only way to fix this is by killing their counterparts. Once a side has been taken, it can't be changed and the other side will refuse to talk with them.
The doubles need to be killed silently, otherwise both halves of the town will attack. Other than that, there is no requirement to how they are killed. Once the job is done, the surviving Horkvir will reward the Hero with gold.
Killing the wrong person will result in the quest failing and both sides refusing to talk.
