Template:SummersetQuests The Queen's Decree is the first quest of the main quest available in The Elder Scrolls Online: Summerset. The Vestige arrives on the island of Summerset in the wake of Queen Ayrenn's decree to open the border to foreigners, only to encounter an attack by mysterious creatures outside Shimmerene. They are tasked by Razum-dar with investigating the decree's effects on the populace, as well as the nature of the attack.

Background

Direct start journal entry:

Queen Ayrenn ordered the once-forbidden island of Summerset to open its borders and welcome outsiders to its expansive shores. Razum-dar, an agent of the Queen, has come to the island to make sure the decree is followed to the letter.

Collections menu journal entry:

Queen Ayrenn requests your aid in important matters in the newly opened province of Summerset Isle. A boat leaves regularly from most major cities. Seek out the Eye of the Queen, Razum-dar, when you reach the beautiful city of Shimmerene.

The Queen's Decree Calibar

Calibar making his appearance by Prisoner's Hold, with Shimmerene in the background.

The quest can be started in more than one way. No matter what, you must purchase The Elder Scrolls Online: Summerset on a supported platform or redeem an access code for it. From there, you can open the "Collections" menu and find the "Stories" tab. Activate the quest from there. Alternatively, speak to Razum-dar or Calibar directly to get started.

When you first play the game after obtaining Summerset, an opening cinematic video will play. While this mainly serves to provide context for the introductory quest to Summerset, "The Mind Trap," it displays for all players. New players will have to complete that quest in order to start "The Queen's Decree."

Talk to citizens

Regardless of how you enter Summerset, either through the wayshrine outside of Shimmerene or from Prisoner's Hold after completing "The Mind Trap," an Altmer named Calibar will run up to you, explaining that a spontaneous attack by strange creatures has just occurred nearby: "Let the cat fight those monsters! I'm getting out of here! The island's sprung a leak! Run!" There are two ways to start the quest from here: either speak to Calibar, or head directly to the site of the attack, along the road heading southeast of the wayshrine. If you speak to Calibar, he will give the following information.

Calibar Dialogue Screen

Calibar in the dialogue screen.

"First the Queen issues a decree that changes the status of Summerset from an isolated paradise into a ... tourist attraction! Now monsters! Sea creatures! I've never seen anything like them! Well, I say let the cat fight them! Better him than me!"

Monsters? Cat? Slow down and tell me what happened. "Suddenly the ground opened, spewing water and strange creatures! They attacked us! Luckily, one of the newcomers, a Khajiit, leaped in and drove them back. Called himself Razum-dar. He could probably use some help, if you're so inclined."
I'll go talk to Razum-dar.

Tell him that you will speak with Razum-dar in order to start the quest. Razum-dar is located to the southeast, just up the road. When you arrive, Razum-dar will be found standing over the corpses of several of the creatures, alongside that of Urcelia. Edelle and Tinaducil will be found at the scene of the attack as well.

Alternatively, if you run up to the attack site while Razum-dar is still engaged in combat with the creatures, you will be able to overhear a brief conversation.

The Queen's Decree Yaghra Attack

Razum-dar engaging the creatures in combat.

Tinaducil: "Are … are those creatures … newcomers? They're hideous!"
Razum-dar: "Raz enjoys a good fight as much as the next cat, but these are horrible creatures!"

Razum-dar will then say to you, "Five-claw, good to see you! Raz has a proposal if you have the time." Regardless of which option you chose, speaking to Razum-dar results in the following conversation:

Razum-dar Dialogue Screen

Razum-dar in the dialogue screen.

"Have you ever seen such creatures? Raz has not. Probably neither have you. You are a newcomer, yes? new to this island of High Elves? This one has an eye for such things. And you look capable. So, can Raz interest you in some cloak-and-dagger work?"

Cloak-and-dagger work? Sounds ominous. "Ominous? No, nothing of the sort. Well, maybe a little of the sort. Depends on how things develop. Raz has come to Summerset at the behest of Queen Ayrenn. To make sure her decree regarding the opening of the island proceeds as she directed."
So how can I help? "Ask some questions. Determine the mood in Shimmerene and see how the newcomers are faring. Rumors have reached the Queen and she is concerned. So Razum-dar comes to see what's happening and fights strange creatures. Now Raz is concerned as well."
I'll ask some questions around the city. "While you ask questions around the city, Raz can take care of some other business. It may or may not involve scratching and clawing. Let's meet near the entrance to Shimmerene when you have something to report."

After agreeing to ask around about how the decree is being received, you are given objectives to speak with Rhanul, Tsoxolza, and Olnewil in Shimmerene. You can either head directly to the city to find them, or ask Razum-dar about the specifics.

What were those strange creatures I saw you fighting? "Raz never saw such monsters in his life! They appear related to water, but this one tends to avoid the stuff. That pearl, though. Raz swears it was calling those creatures. A mystery for another time, perhaps. Now we need to see to the newcomers."

The Queen's Decree Citizens Map

The locations of each of the citizens on the map.

Anyone in specific you want me to talk to regarding the Queen's decree? "As a matter of fact, Raz made a list! Olnewil, a High Elf artisan, spoke out. See what she complained about. Then there's Tsoxolza, a persecuted Argonian newcomer. Finally Rhanul, a city resident noted in the Divine Prosecution's observation log."

What did Olnewil speak out about and where can I find her? "Olnewil complained about ... no, no. Raz doesn't want to prejudice your investigation. You will find out when you talk to her. The artisan likes to gather shells along the eastern coast. She uses them to make paints and dyes."
What does all this have to do with that geyser and those creatures? "Nothing at all. Unless you think they came to Summerset because of the Queen's decree? No, that would be ridiculous. Let's not lose focus. Just see what Olnewil, Tsoxolza, and Rhanul have to say about newcomers and the mood in Shimmerene."
What do you expect me to learn by talking to these people? "We need to confirm these rumors or else put an end to them. Everyone should be pleased with the Queen's decree. Opening the borders shows progress, yes? However, if any of her loyal subjects reject progress ... well, Raz needs to know that, too."
I'll go talk to Olnewil, Rhanul, and Tsoxolza.
Rhanul? That doesn't sound like a High Elf name. "True. Not enough syllables. Rhanul's a Redguard whose family has lived in Shimmerene for generations. He's a well-respected trader with a few warehouses along the docks. Talk to him before the Divine Prosecution decides to arrest him."
What's the Divine Prosecution? "The Divine Prosecution servers as lawkeepers and protectors of social standards. Very persnickety. When rules are broken, they record it in their observation logs. If you name winds up on their list, things get complicated."
What do you mean, Tsoxolza is being persecuted? "Something to do with monks and newcomer registration. Raz is still looking into that. Last I heard, Tsoxolza was seen leaving the city, and heading west. Probably trying to reach the water. Lizards like water, yes? Not Raz. Raz hates the wet stuff."

Anything I should know about Shimmerene before I head out? "Hmm. Raz knows very little about city ordinances or how to tell the difference between mead and ale, so let's avoid those topics, yes? Otherwise, this one knows all about the Queen's decree and the initial reactions of the nobles and Kinlady."

Who are you again? "Raz is wounded to the core! Forgotten already. This one usually leaves a better impression. I am Razum-dar, Queen Ayrenn's Eye and dark-lantern agent extraordinaire. But that is a secret between you and me. To everyone else, this one is simply Raz."

An End to Isolation Page 1An End to Isolation Page 2

An End to Isolation, Queen Ayrenn's decree.
Tell me about the Queen's decree. "Queen Ayrenn, Her Most Excellent Leader of the Aldmeri Dominion, has issued a decree opening the once-forbidden land of Summerset to traders, visitors, and immigrants of all races. Controversial, yes, but part of her plan for the Dominion's future."
And this is a problem? "For some. High Elves talk of perfection, but they are a complicated people. Various individuals in Summerset take issue with their Queen. With change of any sort, actually. The Kinlady, for example. Some nobles. Makes my job ... complicated."
What's that about the Kinlady and the nobles? "Kinlady Avinisse has made her views on the Queen's decree quite clear. She calls it unreasonable. Dangerous. A few of the city's nobles have sided with the Kinlady. As has the new Aldarch at the monastery. My Queen permits discussion—to a point."
So the Kinlady opposes the Queen's decree? "She has spoken against it. Now Raz needs to know how far she will go to defy the will of the Queen. Does she grumble but welcome the newcomers, or is she using every option at her disposal to block their arrival? Raz will find out—with your help."

After leaving the area to find the citizens Razum-dar suggested you talk to, the attack site will disappear. The citizen closest to the attack site is Olnewil, who can be found at the southern docks to the southeast. She is located to the east of the docks themselves, collecting sea shells by the water. When spoken to, the following conversation will occur:

The Queen's Decree Olnewil

Olnewil collecting sea shells by the water.

Olnewil Close-Up

Olnewil in the dialogue screen.

"Not that you'd understand the concept, but the Path to Alaxon requires dedication and complete concentration. I must find the perfect shells or my pigments will be substandard. And do you know what that will do to my art? Exactly!"

What's the Path to Alaxon? "An Altmer concept practiced widely here in Summerset. Alaxon is the state of perfection that every High Elf strives for. The Path to Alaxon represents the approach we take to achieve that state. Now, why have you interrupted my work?"
I heard you made complaints in Shimmerene. I'd like to hear about that. "I believe in caution as much as the next High Elf, but sometimes the rules get in the way of common sense. My apprentice lived here for more than a year. Good help is so hard to find, especially among the newcomers, and she was adept at making dyes."
What happened to your apprentice. "They took her away! Said they had to scrutinize her qualifications, test her knowledge of culture and etiquette. But I haven't seen her since! My work suffers, so of course I complained to the monks. Now I have to gather my own shells!"
Did the monks offer any explanation as to where she was or when she'd be returned? "They told me I could fill out some forms and appeal to the Kinlady, but who has time for such bureaucracy? And for a Wood Elf? I've said too much. I have work to do and all this aggravation has diverted my Path to Alaxon."
I'll let you get back to your work. "Perfection requires constant vigilance, so back to it!"
The Queen's Decree Tsoxolza

A salamander eating Tsoxolza's corpse.

After speaking with Olnewil, head back up the stairs of the docks and follow the road northwest, past the city, to find Tsoxolza. When you reach a small bridge, head southwest along the bank of the river. Near a large rock, you will find a hostile salamander eating the corpse of a deceased Argonian—Tsoxolza. Kill the salamander and find the nearby bag, titled "Tsoxolza's Backpack," under the rock. Within the bag is a note called Tsoxolza's Letter, which gives further details about his situation.

The final citizen you have to speak with, Rhanul, is found at the far side of the Shimmerene Dockworks, north of Shimmerene. Head to the docks, either going over the aforementioned bridge or through the city itself. Rhanul is located in a large stone building by the water with several boats under construction inside it. Speak to him, and he will reveal the details about his complaint to the Kinlady.

The Queen's Decree Rhanul

The building Rhanul is working in at the docks.

Rhanul Close-Up

Rhanul in the dialogue screen.

"A newcomer? In the warehouse district? Unusual, but how can I help you today, my friend?" (If you are an Altmer: "Barra, ceruval. How can a humble merchant help so exalted a personage on this fine and fine day?")

I was wondering how your name ended up in the Divine Prosecution's observation log. "The Divine ... who told you that? If a justiciar sent you to try and trick me into confessing—no, no. The High Elves would never send a newcomer to perform such a task. But I admit it. I made my thoughts known." (If you are an Altmer: "The Divine …. Did a justiciar send you to harass me? I've lived in Summerset my whole life and I did nothing wrong! You High Elves! You say we're welcome and then you treat us like criminals? Is there any wonder I had to speak out?")
And what were those thoughts, if you don't mind me asking? (If you are an Altmer: "What did you say exactly, if you don't mind me asking?") "I arranged to bring my cousin here to work with me. The ship arrived, but all the newcomers were carted away. For questioning, they said. I complained to the Kinlady and anyone else who would listen. And what has it gotten me? Nothing!" (If you are an Altmer: "After I filled out all the proper forms and arranged to bring my cousin here, the ship arrived and they carted all the newcomers away. For questioning, they said. I complained to the Kinlady, but what has it profited me? Nothing!")
You're not a High Elf. Have you lived in Summerset very long? "Oh, my family has been here for generations and generations. Before the Queen's decree, outsiders might have been rare, but we were not unheard of. Our business has grown and gets better every day. That's why I sent for my cousin. We need the help."
Do you like living in Summerset? "Summerset is a rare and beautiful jewel in the Abecean Sea. I love it here! The High Elves treat us like children, but they have never been hostile. The Queen's decree has stirred the waters, though. I fear it will get worse before it gets better."

"I really must get back to work now. Every moment that my cousin remains sequestered is another moment where I must perform the work of two people. Pleasant travels, wayfarer."

When you return to the entrance of Shimmerene to meet with Razum-dar, you will encounter a conversation between Aldarch Tilcalar, Corimin, Daalinden, Indalinwe, and Veranquel, with Razum-dar standing behind them.

The Queen's Decree Argument

The argument occurring near the gate.

Veranquel: "This is unheard of! Why have you closed the Monastery?"
Aldarch Tilcalar: "Good people, I hear your concerns."
Indalinwe: "But the workers I hired? They were aboard the ship from Rivenspire!"
Aldarch Tilcalar: "The Kinlady and I, we have only your best interests in mind. Every guest must be sequestered while we ascertain their suitability for Altmer society."
Daalinden: "The Aldarch's right. Lock up the newcomers!"
Corimin: "Send the newcomers back where they came from! We don't want them here!"

Afterwards, speak with Razum-dar. He will direct you to the Monastery of Serene Harmony in Shimmerene, located in the northeastern part of the city.

The Queen's Decree Razum-dar Argument

Razum-dar in the dialogue screen.

"Such anger! Raz never expected to hear such words from the Queen's loyal subjects. The sentiment isn't universal, but enough feel this way for Raz to be concerned. Did you learn anything interesting from the people I sent you to talk to?"

The artist's assistant and the Redguard's cousin have both been sequestered. "Sequestered, hmm? Just a different word for imprisoned, yes? Rhanul's cousin just arrived, but Olnewil's assistant has lived on Summerset since long before the Queen ever issued her decree. What about the lizard? What did Tsoxolza have to say?"
Tsoxolza was dead by the time I reached him. I found this letter in his pack. "Why would the Aldarch gather up newcomers and non-High Elf residents alike and send them to the monastery? Does the Kinlady condone this behavior? Raz's head itches, and not in a good way. Our course is clear, five-claw. We must go to the monastery!"
All right [sic] [Do not change this to Alright. This misspelled word is how it appears in-game.], I'll help you investigate the monastery. "Raz admires your enthusiasm, but this one needs you to enter the monastery on your own. Raz has other fish to catch. This one will help you get past the sentry, though. When you notice that the sentry is distracted, just slip quietly inside."

"You have no idea how much Raz appreciates a good assistant. In this line of work, decent help can be the difference between life and death. Not that the work is dangerous. Much. Now, let's go investigate the monastery!"

Investigate the Monastery

The Queen's Decree Golden Knight

The Golden Knight appears briefly.

Head northeast through the city gates and east past the canal. Bear right and begin walking up the steps to the monastery. After passing Kinlady Avinisse's Mansion, a mysterious Golden Knight will appear and speak to you, saying, "You there! I have a—damn it! Why won't this work?" However, he will disappear immediately afterwards. Two characters, Lialanah and Olunandon, will then express their surprise about the knight's appearance.

Lialanah: "Did you see a Golden Knight?"
Olunandon: "I have no idea what that was, and I'm not sure I want to know!"

Continue up the steps to the monastery, and Razum-dar will approach the Monastery Sentry outside of the building, leading him away.

The Queen's Decree Monastery Sentry

Razum-dar distracting the Monastery Sentry.

Razum-dar: "Sentry! Raz owes you for that game of cards and has come to pay!"
Monastery Sentry: "Huh? I don't recall any ... you say I won some gold?"
Razum-dar: "Don't you remember? Raz always pays his debts. And he always buys the drinks!"
Monastery Sentry: "Gold and drinks? Well, my relief should be along soon, so why not!"

Monastery of Serene Harmony

The Monastery of Serene Harmony.

Now, enter the Monastery through the main door. Once inside, you will have three quest objectives on the ground floor of the building. The closest of the three is the List of Sequestered Guests, which rests on a table on the western side of the hall, and lists several newcomers to the island which the monks have sent to cells in the Monastery Undercroft—one of the newcomers is noted to be Rhanul's cousin, just as he claimed earlier in the quest. Take the note as evidence.

The Queen's Decree List of Sequestered Guests LocationThe Queen's Decree Kinlady's Letter Location

The List of Sequestered Guests (left) and the Kinlady's Letter (right).

The next objective is the Kinlady's Letter on a table near the center of the hall, by the bookshelves. This book reveals Kinlady Avinisse's elation regarding Aldarch Tilcalar's plan of the social integration of the immigrants. Pick this note up as well.

Next, move forward to the large, multi-story room underneath the monastery's spire. On the right side, you will find a sleeping monk named Monastic Nuleros. Speak to him to uncover additional information about the newcomers and the monks of the monastery.

Monastic Nuleros Dialogue Screen

Monastic Nuleros in the dialogue screen.

"Not now, please. Your spiritual well being can wait until after my nap."

Where can I find the people that have been sequestered? "You'll have to ask one of the monks that the new Aldarch brought with him. They deal with all the newcomer testing and evaluations. I'm just a simple monk trying to catch up on my sleep. That was a hint, by the way."
Tell me about the Aldarch and the new monks. "Aldarch Tilcalar arrived right after the Queen issued her decree. He came highly recommended by Kinlady Avinisse, or so I heard. It's not unusual for monks to form attachments and move together, but there's something strange about that bunch."
Strange? What do you mean? "The Aldarch and his monks keep to themselves. They've taken the undercroft for their own purposes and ordered the rest of us to avoid the ancient vaults beneath the monastery. Now, please, let me get back to my nap!"
Anything else I should know about this monastery? "The monastery should be a place of peace and meditation, but the Aldarch has closed us down until further notice. That means if any of the monks spot you, they'll raise the alarm. Me? I never saw you. Now if you don't mind, my nap awaits."
You must have some idea where they're sequestering the newcomers. "Again with the questions about the newcomers. Why do you care about the complexities of Altmer bureaucracy? Still, if I had to make a guess, I'd say they were taken into the undercroft for registration and processing. Now go away."

The Queen's Decree Abyssal PearlThe Queen's Decree Abyssal Pearl Map

The Abyssal Pearl (left) and its location on the upper floor (right).

Even though Monastic Nuleros has directed you to the Undercroft, you cannot actually enter it yet. First, you need to head up one of the staircases on either side of the monastery and go to the north-northwest room on the upper floor. Here, you will find an Abyssal Pearl on a table.

Upon examining the pearl, Valsirenn will enter the room and say to you, "Unusual knick-knack for an Aldarch's office, wouldn't you agree?" Speak to her, and the following conversation will begin:

Valsirenn Dialogue Screen

Valsirenn in the dialogue screen.

"I noticed you skulking around while I was engaged in some skulking of my own. I suppose we both came to the monastery with a similar purpose in mind."

And what purpose would that be? "The sequestered newcomers. I came to find out what happened to a friend. I assume that's what brought you here as well? A house of worship shouldn't be used as an internment camp. And it shouldn't be locked to the public, either."
I saw a pearl like that. There were strange creatures nearby. "Interesting. I've never seen anything quite like it. I find it intriguing and a bit disturbing. But we aren't here to discuss curios—strange creatures notwithstanding. We need to find out what's happening with the missing newcomers."
How did you happen to get past the sentry, by the way? "The sentry doesn't appear to have stopped you, so I could ask you the same question. Let's just agree that we both have our methods. Curious, but I feel that there's more going on in Shimmerene than the usual politics and community relations."
What else could be going on here? "That's the question, my cautious friend. We have a newly appointed Aldarch and a disgruntled Kinlady, both opposed to the Queen's decree. What's their connection to the missing newcomers? I was about to explore the undercroft. Care to join me?"
I'll meet you in the undercroft.

"A curious pearl. I wonder where the Aldarch acquired it? Probably not important. I'll meet you in the undercroft and we can see what's going on with the newcomers."

Undercroft Passage

The Undercroft Passage within the Monastery Undercroft.

Go down the eastern staircase and head straight for the next staircase, which leads to the Monastery Undercroft (specifically the Undercroft Passage). Go through the door. Once inside, Valsirenn will say, "Something's wrong down here. I sense magic. Vile magic." Make a left and walk down another staircase. This leads to a room full of large cages, several of which have newcomers to the island within them. These include Aphaurin Spenard, Jhiinval, Minone Aloette, Zhaaruis, and two corpses.

Upon sighting the cages, Valsirenn will comment, "Cages? These people did nothing to deserve such treatment. There's someone alive over there. See if you can help her." If you try to talk to her now, she will say, "Something is amiss in Summerset, but I can't quite put my finger on the cause. No matter. I'm sure my investigation will turn up something. I just need to be patient."

Minone Aloette is the only prisoner who can be interacted with. Speak to her, and she will explain that the monks just took several newcomers to the next room in the undercroft.

Minone Aloette Dialogue Screen

Minone Aloette in the dialogue screen.

"Thank the Divines! You aren't one of the monks. Please, let me out of here!"

Why did they lock you in a cage? "It's a nightmare! We came to Summerset to seek new opportunities. We barely stepped off the ship when they marched us to the monastery. Instead of questioning us or the usual High Elf bureaucracy, they locked us in these cages."
There are only a few of you here. Where are the rest of the newcomers? "The monks gathered them a few moments ago and took them through the door on the far side of the chamber. Please, let me out of here before they take me away like the others!"
I'll unlock the cage then see what's going on in the next chamber.
The Queen's Decree Minone Aloette

Minone Aloette in her cage.

Move to the gate on your left and unlock Minone. She will subsequently unlock the cages of the other prisoners in the room and exit the Monastery Passage through the door you used to enter. The other prisoners cannot be interacted with.

After finishing the dialogue with Minone, Valsirenn will say, "Is that a ... Skaafin?," after which she will run to the other side of the room and crouch down by the Daedra. Speak to Valsirenn once more to progress further into the Monastery Undercroft.

The Queen's Decree Undercroft Passage

Valsirenn contemplating the Skaafin's presence.

"A Daedra? Here? And that's a Skaafin, if I remember my Daedric recitations correctly. Very curious."

What's a dead Skaafin doing in a monastery devoted to the Eight? "An excellent question, and one I hope to find the answer to. From the evidence before us, it appears this Nord killed the Skaafin before he succumbed to his own wounds. Good for him. I found this key on the creature's belt, so we can open that door."
That's where the prisoner said the monks took the rest of the newcomers. "Then I suggest we pick up the pace. We need to determine what's actually happening down here and who's behind all this. Without answers to those questions, we won't be able to decide on our best course of action."
What about your missing friend? "I'll explain everything later. For now, we need to hurry."
Undercroft Great Hall

The Undercroft Great Hall.

Continue west through the door into the Undercroft Great Hall. At the center of this large, two-story room is a pile of rubble from a collapsed walkway and a mysterious blue pearl, levitating and swirling with energy. Nearby is an Earl of Clavicus Vile and a Skaafin Bloodcleaver. Several newcomers can be seen closer to you, on the walkway: Anjolda, Aphaurin Spenard (even though he was previously freed), Elivette Dupare, Krithgra, Mishzin, and Rafel Ledure. The characters Angetha, Daine Dupare, and Eburris Calatus can be found below, near the pearl.

The Queen's Decree Great Hall Pearl

The Earl of Clavicus Vile activating the Abyssal Pearl.

Upon entering, the Earl of Clavicus Vile will say, "More newcomers? Unfortunately, the magic only effects [sic] [Do not change this to affects. This misspelled word is how it appears in-game.] those who have been prepared. But never fear. Your turn will come." In response, Valsirenn will approach the edge of the walkway, looking down upon the pearl, and say, "Daedric cultists? The pearl's draining these people!" Simultaneously, the characters will be surrounded by swirling red lights similar to the ones around the pearl, and will collapse on the ground with a scream. They are not dead, but their health bars are drained. Valsirenn will then run to the top of the staircase at the right walkway. Follow her, and then proceed down the staircase.

The Queen's Decree Valsirenn's Spell

Valsirenn subsequently casting her spell.

The Earl of Clavicus Vile will run away into the next room of the undercroft, but the Skaafin Bloodcleaver will remain near the pearl and attack you. Valsirenn will say, "I'll deal with the pearl, you hold off these creatures!" Defend Valsireen so that she can handle the pearl. She will follow that up with, "The pearl's magic attracts these creatures. Hold them off while I complete my spell!" Soon afterwards, a Yaghra Larva will appear, followed by a Yaghra Spewer, and Yaghra Strider. After killing all of these enemies, Valsirenn's spell will have taken effect, and she will say, "Come on, let's talk outside." She will subsequently run into the next chamber, the Undercroft Labyrinth. Enter it as well and speak to her there.

The Queen's Decree Valsirenn Undercroft

Valsirenn in the dialogue screen.

"Those poor people. This wasn't just about newcomers and opposing the Queen's decree. That was Daedric magic back there! I just wish we had arrived a few moments earlier."

What happened to the pearl? Did you destroy it? "I promised to explain what I know. I suppose that now's as good a time as any. I'm a member of the Psijic Order. Our Ritemaster sent me to investigate a warning we received about a plot involving Summerset. My inquiries led me here."
The Psijic Order? "The Psijic Order is an ancient magical monastic society. We served as advisors [sic] [Do not change this to advisers. This misspelled word is how it appears in-game.] to the rulers of Tamriel, but that was before we removed our island home from the world. Now this threat has drawn us back. But why are you involved in all this?"
I'm working with Razum-dar, one of the Queen's Eyes. But what happened to the pearl? "An Eye of the Queen? Interesting. I diffused the Daedric magic and transported the pearl to Artaeum, the Psijic island, for safekeeping and study so we can learn more about it. But we can discuss this further once we get out of here."
All right [sic] [Do not change this to Alright. This misspelled word is how it appears in-game.] Let's go.

While you are now capable of leaving the Undercroft even without speaking to Valsirenn, doing so will not advance yiy to the next stage of the quest. Since you cannot re-enter the Undercroft through the exit at the end, you will have to loop around back to the Monastery of Serene Harmony and go through the whole thing again to get back to Valsirenn. It is preferable to follow along with the quest markers instead of trying to skip portions of the quest.

Undercroft Labyrinth

A chamber in the Undercroft Labyrinth.

Continue down the hallway of the Undercroft Labyrinth. Take a right, and you will come to a fork. You will reach a dead end if you go right, filled with several bookshelves and two enemies, a Skaafin Wretch and a Skaafin Masquer. If you go left, you will find additional Skaafin ahead, such as a Skaafin Witchling. Take a right, killing or sneaking past any Skaafin in your path, and continue down the long hallway. Then take another right into the room with the Skaafin Tracker and another Skaafin.

Undercroft Labyrinth Staircase

The final room in the Undercroft.

Make your way to the doorway across the hall, where you will find a staircase on your right leading to the bottom of a large room. However, if you follow the staircase to the bottom, you will be attacked by several Skaafin close by. To avoid them, jump off the ledge to the left and go directly to the exit hallway to the left. Go through the door labeled "Summerset," and you will come out in the hedge maze west of the Monastery of Serene Harmony.

When you finally escape the Undercroft Labyrinth, Valsirenn will say, "Living on Artaeum for a few centuries doesn't prepare you for physical activity. Let the Eye of the Queen know what we discovered and I'll catch up with you later." While not required to progress further in the quest, you can speak to Valsirenn at this point for more information.

"We were warned that Daedric Princes had their eyes on Summerset, but I didn't expect that level of danger from what was supposed to be a simple investigation. I suggest you tell the Eye of the Queen what we discovered. I'll catch up with you later."

How did you get involved in this? I thought you said Artaeum was sent away. "We received word that there was the potential for trouble in Summerset, so the Ritemaster sent me to take a look. Even so, Artaeum isn't a prison. We're Psijic mages! We can come and go as we like, just so long as it advances our studies."
Why didn't you tell me you were a member of the Psijic Order? "I did tell you, once I ascertained I could trust you and the time was right. When we make a rare visit back to Nirn, we try to keep a low profile. Rumors about our Order tend to make people uncomfortable and even nervous in our presence."
And what about that missing friend that you mentioned? "A partial truth. Easier to remember than an outright lie. Another member of our Order came to Summerset a few months back. We haven't heard from him, so I decided to look into both matters while I was here. Unfortunately, he continues to elude me."
You think he's hiding from you? "No, not intentionally. We may be sages, but we're still just people. We can become restless, succumb to sorrow or frustration. My friend may have decided that life on Artaeum was no longer satisfying. I just want to know he's safe."

To get out of the hedge maze, go forward and take a right. Then take a left and an immediate right out of the white gate, through which you can see the Shimmerene Dockworks. If you are unsure where to go, simply wait for Elianne Alfena to enter the maze and follow her out. From there, take a left and walk toward the Anchors Aweigh Inn, just past the garden. Inside the inn, go up the staircase on the left and walk to the room at the end of the hall to find Razum-dar. Speak to him once again.

"Ah, this one's new partner returns! What interesting scandal did you uncover in the monastery? Tell Raz every juicy detail!"

The people that were sequestered were killed to power a Daedric ritual. I found this letter. "This isn't the kind of scandal Raz was hoping for. Murder, Daedric rituals, and traitorous behavior have a way of ruining an otherwise perfect day. We need to learn the extent of the Kinlady's involvement. And by we, Raz means you."
You want me to go and accuse the Kinlady of conspiring with a Daedric cult? "Accuse? Not exactly. Raz wants you to talk to her. See what she knows about the Aldarch. The Kinlady is meeting with local leaders. Attend that meeting and learn the truth. This invitation and set of elegant clothes will get you through the door."
I also met a mage from the Psijic Order in the monastery. "A Psijic? Raz has heard rumors, but there are always rumors about the Psijics. For an island of sages who disappeared more than three hundred years ago, they certainly seem to get around. Did this Psijic mage say what the Order was investigating?"
Something about a warning, and she seemed pretty interested in the life-sucking pearl. "There was a life-sucking pearl? You should probably have led with that bit of information! Well, we can worry about the Psijic mage and figure out where these pearls came from later. For now, go see what the Kinlady has to say."
Shouldn't you speak to the Kinlady? You do work for the Queen, after all. "Kinlady Avinisse and Raz ... do not get along. You see, there was a horse, a platter of pudding tarts, and—no, this one won't bore you with the sordid details. Besides, everyone behaves well when they see Raz. You will learn more than I would."

"Go on. Pretend you belong and no one will notice you, especially once you put on those elegant clothes. Meet Raz nearby after you talk to her. This one looks forward to hearing what she has to say about all of this."

If you open your inventory and go to the "Quest" tab, you will find an note titled Invitation to the Kinlady's Conference with the description, "An invitation provided by Razum-dar to get you into the Kinlady's mansion in Shimmerene."

Attend the Kinlady's meeting

Exit the Anchors Aweigh Inn and take a left, heading southwest along the street past all the performers. Head up the staircase toward Kinlady Avinisse's Mansion. When you get close, the option will appear to equip the Elegant Clothes. While it is not necessary to do so to enter the house, you cannot gain entrance to Kinlady Avinisse's Garden, the site of the meeting, without wearing them. Enter the house, walk straight ahead into the room with the staircase, and turn right into the room with the fireplace and a Bosmer named Galmelor. Speak to him in order to continue.

Galmelor Dialogue Screen

Galmelor in the dialogue screen.

"Yes? And who might you be?"

I need to speak to Kinlady Avinisse. "The Kinlady is currently engaged. She's holding a conference with Shimmerene's elite to discuss certain ... political matters."
I have an invitation. (If the Elegant Clothes are equipped.) "Hmm, yes. So you do. And may I say that your outfit is suitably elegant. Please, head into the garden."
Thank you.
I have an invitation right here. (If the Elegant Clothes are not equipped.) "Hmm, yes. So I see. However, I can't allow clothing of that ... vintage ... anywhere near the Kinlady. Please return after you've acquired something more ... suitable ... for an affair of this magnitude."
The Queen's Decree Kinlady Avinisse's Garden

Kinlady Avinisse addressing her guests.

Galmelor will then walk into the basement of the mansion. Go through the door labeled "Kinlady Avinisse's Garden" behind where he was formerly standing. When you arrive in the garden, Kinlady Avinisse will be found addressing the other guests, Aldarch Tilcalar, Arrimoril, Canonreeve Elquisa, Chief Justiciar Suriwen, Craftreeve Midalmo, Haldinil, and Riniswin, with the two servants, Flaniethe and Kanrel, holding platters nearby. The Kinlady will say, "We all have concerns regarding the Queen's decree. I assure you that I am working with Aldarch Tilcalar to safeguard the sanctity of Shimmerene and all of Summerset. Enjoy the food and drink. Business of the city requires my attention, but I shall rejoin you shortly." She will then go into the house.

The main objective now is to speak with the Kinlady, but it is still possible to talk to some of the other guests first. Notably, there is an optional objective to talk to Aldarch Tilcalar, as follows:

Aldarch Tilcalar Dialogue Screen

Aldarch Tilcalar in the dialogue screen.

"How bold of you. The nebarra dares to stand in my holy presence. Very well, bold nebarra. What can the new Aldarch of Shimmerene do for you? And please, try not to bore me or spray any spittle on my spotless vestments." (If you are an Altmer: "I see the Queen's decree has even attracted some of our wayward brethren back to our shores. But make no mistake. Altmer or not, you're as much a newcomer as one oft hose cats or lizards.")

I hear that you and the Kinlady have a plan for administering the Queen's decree. "You heard that somewhere, did you? Hmm. I'll have to have a discussion with the Divine Prosecution about how lax our security has become. No, no. I jest. The Kinlady and I have nothing but the best interests of Summerset and the newcomers in mind."
Is that why you're sequestering newcomers and other non-High Elves beneath the monastery? "You really are well informed about things here in Shimmerene, aren't you? For a nebarra."
You keep calling me a "nebarra." What does that mean? "You're right. Where are my manners? Using a word you couldn't possibly be expected to understand. It means unwelcome. As in, you are not welcome here."
I see. And is it common for High Elf monks to conspire with Daedra? "That's a serious accusation to toss around so casually. What did you say your name was again? I want to make sure to add it to the Divine Prosecution's observation log. For your own protection, you understand."
If you'll excuse me, Aldarch Tilcalar, I just remembered I have someplace else to be. "I suddenly remembered some business I need to deal with as well. Feel free to pester the other guests in my absence."

If you speak to Canonreeve Elquisa, who is sitting on a bench in the northeastern part of the garden, she will have the following dialogue:

Canonreeve Elquisa Dialogue Screen

Canonreeve Elquisa in the dialogue screen.

"A newcomer, here in the Kinlady's garden? And during her latest rant on the dangers of the Queen's decree? Oh that's just grand! I really can't wait to see her expression when she finally notices your presence." (If you are an Altmer: "One thing you can say about Kinlady Avinisse—she knows how to cater an affair. Have you tried to golden pear punch? It's absolutely ambrosial! As one Altmer to another, I can put up with her foibles as long as the drinks continue to flow.")

You seem to be taking the business of the Queen's decree rather lightly. "Am I? Some probably see it that way. What do I care? I'm the canonreeve of Shimmerene! Kinlady Avinisse may outrank me, but I'm the one who keeps the city's bureaucracy functioning smoothly. It's what I do. What were we talking about again?"
Do you know what the Kinlady plans to do about the Queen's decree? "Complain, most likely. My cousin excels at that! I assume she may have something else worked out with the new Aldarch, but she has yet to bring me into her confidence on the matter. Frankly, I assumed that's why we were here."
What's a canonreeve? "I'm a canonreeve, my dear. I thought we established that. It's an official title, given to diplomats and bureaucrats who administer to county seats. A gift from my cousin Avinisse, I suppose. In your land, I'd probably be called the mayor."

If you speak to Chief Justiciar Suriwen, who is standing by the fountain near the center of the garden, she will have the following dialogue:

Chief Justiciar Suriwen Dialogue Screen

Chief Justiciar Suriwen in the dialogue screen.

"Another newcomer? The ink has barely dried on the Queen's decree and there are already more of you than I can count. I look forward to hearing how the Kinlady and the new Aldarch plan to protect Summerset's interests." (If you are an Altmer: "Have you come to hear what the Kinlady has to say as well? I thought her open letter brilliantly captured the mood of Summerset's elite, but the Ascendants know the Queen has her supporters. Even here.")

It sounds like you're not too fond of the Queen's decision to open Summerset's borders. "Does it? Perhaps. The newcomers are different. They understand neither Altmer society nor the rules of protocol and etiquette. Makes my job as an officer of the Divine Prosecution more difficult. I just hope the new Aldarch really has a plan."
What's the Divine Prosection? "The Divine Prosectuion serves as Summerset's premier lawkeepers. We enforce secular and religious law, making sure that all social and cultural rules are adhered to. The fact that you didn't know that proves the Aldarch's concerns are justified."
What can you tell me about the new Aldarch? "Well, I don't really know the new Aldarch all that—wait a moment. I don't know who you are and I'm not sure I like the tenor of your questions. Perhaps you should move along before I forget this is a social gathering and that I'm not on duty."

If you speak to Craftreeve Midalmo, who is sitting on a bench in the southwestern part of the garden, he will have the following dialogue:

Craftreeve Midalmo Dialogue Screen

Craftreeve Midalmo in the dialogue screen.

"First the Kinlady invites us to discuss the situation in Shimmerene. Then she tells us to sit here and wait. And now a damn nebarra is standing close enough for me to smell it! Well, nebarra? Speak up! Or is talking not part of your repertoire?" (If you are an Altmer: "I took time out of my busy schedule to listen to the Kinlady's plan and what does she do? Walks away and leaves us waiting! Only a noble would be so rude. I hate it when issues remain unsettled. It's bad for business.")

What do you think the Kinlady is planning? "Everyone knows what the Kinlady thinks of the Queen's decree. I suppose she plans to oppose the new policy. Keep more nebarra from reaching our shores. Somehow. I just hope she doesn't do anything that ruins our expanded trade agreements."
How do you feel about the Queen's decree? "That's a loaded question, nebarra. Look, I get as nervous as a pigeon in a gryphon aerie just thinking about having a lizard living right next door, but I can't argue with the Queen's success. The expanded trade agreements have been a star-send!"
What does that word mean, nebarra? "Nebarra? Well, I suppose that's our word for the newcomers. I guess you could say it's impolite, but old habits can be hard to break. No offense. Look, I don't have an issue with the newcomers. Some of my best workers weren't born on the island."

Return to Kinlady Avinisse's Mansion. Go up the staircase to your right. At the top, go into the room to the left, where you will find Kinlady Avinisse standing in front of a fireplace. She will say, "How dare you barge into my home without so much as a by your leave?" Speak to her in order to complete the objective.

The Queen's Decree Kinlady Avinisse Mansion

Kinlady Avinisse in the dialogue screen.

"No, I refuse to deal with one of the Queen's guests—especially not in my own home! How did you get in here, by the way? No, never mind that. Since you found your way in, I assume you can find your way back out. Before I call the guards." (If you are an Altmer: "I'm sorry, cerum, but I have no time for petitions or solicitations today. I have important work to get back to. Perhaps you can talk to my cousin. She's the canonreeve of our fair city.")

Why do you oppose the Queen's decree? "Oh, such innocence! You really want to know why I oppose the Queen's order to allow newcomers to enter Summerset? Because I'm trying to protect both the island and the newcomers. It's in everyone's best interest that we maintain a separation."
And the Aldarch agrees with your efforts to protect the island and the newcomers? "Aldarch Tilcalar ... came highly recommended. He has grand plans for protecting Shimmerene. Grand plans. Unfortunately, in my haste to deal with the Queen's decree, I may have made an error in judgment."
An error in judgment? "Not that it's any concern of yours, but my chancellor has been unable to verify the Aldarch's existence prior to when we met and I recommended him for the position at the monastery. I assure you, Kinlord Milunthel praised Tilcalar to no end."
And were you aware that the Aldarch's monks are killing the newcomers under the monastery? "That's preposterous! Aldarch Tilcalar sequesters the newcomers to ascertain their suitability for life in Summerset. Those who pass will find a place here. As for the rest, they'll be returned to wherever they came from. That's what we agreed to."
It sounds like you should see for yourself what's happening at the monastery.

After this, Galmelor will run into the room and speak to Kinlady Avinisse:

The Queen's Decree Kinlady Avinisse Galmelor Conversation

Kinlady Avinisse and Galmelor conversing.

Galmelor: "My Lady, one of the monks said to deliver this message. It's from the Aldarch himself."
Kinlady Avinisse: "The Coral Forest? An odd location for a meeting, but I need to hear the Aldarch's explanation."

At this point, you should exit the Kinlady's home and walk down the steps to the bridge in the middle of the city, where you will find Razum-dar. Speak to him.

The Queen's Decree Razum-dar Bridge

Razum-dar in the dialogue screen.

"Pretend you are adjusting your boot or admiring the architecture. As hard as it may be, look anywhere but directly at Raz. Good, good. Now, tell Raz what you learned at the Kinlady's manor."

The Kinlady believes that the newcomers are being sequestered and sent away. "Raz thinks Avinisse is as naive as she is complicit, but she is not a murderer. This new Aldarch, though, has so much blood on his hands it looks like he's wearing red gloves. From what I could discover, he didn't exist before he came to Shimmerene."
I overheard that the Kinlady was going to meet the Aldarch in the Coral Forest. "The Coral Forest? A strange meeting place. Raz thinks we should go and see what the Aldarch is up to. After I take back that outfit. I might need it again later. Ah, you have a pretty admirer, my friend. The Psijic sage, yes? Here she comes now."
Let me find out what Valsirenn has to say.

Valsirenn will approach the two of you and begin speaking to Razum-dar:

The Queen's Decree Razum-dar Valsirenn Conversation

Razum-dar and Valsirenn conversing.

Valsirenn: "I'm glad I found you. While watching the Kinlady's mansion, I saw her ladyship sneak out the back and leave the city."
Razum-dar: "The Kinlady is meeting the Aldarch in the Coral Forest. Raz smells something and it isn't moon-sugar biscuits!"
Valsirenn: "Your reputation precedes you, Eye of the Queen. I am Valsirenn of the Psijic Order. And I agree that the Aldarch is more than a simple monk."
Razum-dar: "We should work together, yes? But let's travel separately to avoid attracting unwanted attention. Raz will find you both at the Coral Forest."

Meet Valsirenn at the Coral Forest

Coral Forest Map

The Coral Forest's location on the map.

The Coral Forest is a large natural formation of coral that can be found to the southeast of Shimmerene. Exit the city through the main gate and follow the road southeast for a good distance, bearing to your left when you come to a fork in the road.

You may encounter various hostile creatures along the way, such as welwas, but they can be avoided. Two lorebooks, Fang of the Sea Vipers and the Thalmor Handbill, may be found under a tree by the road. It can be identified by being close to a sharp corner in the road, as viewed from the map.

The Queen's Decree Coral Forest Valsirenn

Valsirenn waiting for you at the Coral Forest.

You will know when you have reached the Coral Forest when you start to see large coral formations to your left, filled with Lesser Sea Adders, Reef Vipers, Salamanders, as well as Yaghra Striders and Yaghra Spewers close to the place where the Kinlady and Aldarch are meeting. Find Valsirenn near the northern part of the Coral Forest and speak to her:

The Queen's Decree Valsirenn Coral Forest

Valsirenn in the dialogue screen.

"One of Summerset's more unique environments, the Coral Forest. I used to love coming here when I was growing up. We need to find out why the Aldarch asked Kinlady Avinisse to meet him out here."

How do we find the Aldarch and the Kinlady? "Based on what we saw in the monastery's undercroft, I'm hesitant to use magic to locate them. I suppose we'll have to find them through mundane means. Too bad the Queen's spy isn't here yet. I understand he's good at this sort of thing."

"You take the lead. My combat spells are extremely limited. Just stay alert. We don't know what the Aldarch and the Kinlady are doing out here."

When you approach the Kinlady and Aldarch, the following conversation can be overheard (the two cannot actually be seen conversing, as their voices appear to emanate from a nearby rock):

Kinlady Avinisse: "Murder? That wasn't part of the plan, Aldarch!"
Aldarch Tilcalar: "You know nothing of the plan, you fool. Let me give you a taste of what the Prince of Bargains has in store for this pitiful world."
Kinlady Avinisse: "Your Prince? I want no part of Daedra! Help!"

The Queen's Decree Earl of Clavicus Vile

The Earl of Clavicus Vile and an Abyssal Pearl.

Valsirenn will then say, "The Aldarch! We'd better hurry!" Kill any enemies in your way and then go to attach Aldarch Tilcalar, revealed to be the Earl of Clavicus Vile seen in the Monastery Undercroft, who can be seen standing next to an Abyssal Pearl hovering over the water. As the Kinlady is fleeing, Valsirenn will comment, "I'll go after the Kinlady! You deal with the Aldarch!" In preparation for combat, the Earl will say, "Come, nebarra! Let me show you the power bestowed upon me by the Prince of Bargains!" Attack him, and after dealing some damage he will summon Yaghra to defend himself. Once you kill him, activate the Abyssal Pearl to destroy it. Then meet up with Valsirenn and Razum-dar to the west. First, speak to Valsirenn.

The Queen's Decree Valsirenn Coral Forest Aftermath

Valsirenn in the dialogue screen.

"Razum-dar apprehended the Kinlady. They're at the west edge of the Coral Forest. What happened to Aldarch Tilcalar? Did he escape?"

Aldarch Tilcalar is dead. I heard him mention the Prince of Bargains. "I think we can conclude that Tilcalar wasn't actually an Aldarch. At least, not with his connection to the Prince of Bargains, Clavicus Vile. Strange magic and creatures worry me, however. Hopefully, the pearl I sent to Artaeum can tell us more."
You think you can learn something from the pearl? "You'd be surprised what a particular object can reveal—if you know how to unlock its secrets. I need to return and tell Ritemaster Iachesis all that transpired here. If you're willing, I'd like you to come to Artaeum and confirm my story."
Who's Ritemaster Iachesis? "The Ritemaster leads the Psijic Order from Ceporah Tower, on the island of Artaeum. This spell attunes you to a portal near Shimmerene, in the ruins of the Keep of Eleven Forces. It always leads to Artaeum, no matter the island's current location."
I'll go to Artaeum to talk to the Ritemaster after I check in with Razum-dar. "One more adjustment and ... there! You are now attuned! Find me on Artaeum after you finish with the Eye of the Queen."

As she is saying her final line, Valsirenn will vast a spell to attune you to the portal to Artaeum in the Keep of Eleven Forces. Walk a short distance toward Kinlady Avinisse and Razum-dar, near a campfire. Upon your approach, Razum-dar will make a remark:

The Queen's Decree Kinlady Avinisse Razum-dar

Kinlady Avinisse lamenting over her error, with Razum-dar nearby.

Razum-dar: "Ah, five-claw! The Kinlady and Raz had the most illuminating conversation."
Kinlady Avinisse: "You can't treat me like some sort of criminal, you horrid creature!"

If you speak to the Kinlady at this time, she will only say, "My social standing is ruined. Just ... ruined." Speak to Razum-dar to complete the objective.

The Queen's Decree Razum-dar Coral Forest

Razum-dar in the dialogue screen.

"Queen Ayrenn will be disappointed that the Kinlady of Shimmerene allowed a false Aldarch to murder so many newcomers. Such a scandal makes other travelers uneasy about coming here, yes?"

The Aldarch called on the Prince of Bargains before I killed him. "The Prince of Bargains? That could only be Clavicus Vile! What Oblivion inspired [sic] [Do not change this to Oblivion-inspired. This misspelled word is how it appears in-game.] nest of vipers has Raz stumbled into? This one has a very bad feeling about all this. Where is the Psijic sage? Raz would like to ask her what she thinks."
Valsirenn returned to Artaeum. She invited me to come and speak to their Ritemaster. "The Psijic Order's interest in all of this concerns Razum-dar. This one has never had much love of magic or those that practice the art. On the other hand, now Raz has his own person on the inside. An Eye of Raz, if you will, yes?"
Valsirenn said the Order would try to find out more about the Aldarch and the abyssal pearls. "Then you must go to Artaeum and discover what the Psijics have learned. When you return, you can tell Raz all about it so he can pass it along to the Queen. Yes, Raz likes this plan. In the meantime, Raz will investigate the Daedric connection."

"Stay alert, five-claw. Raz has heard Psijics turn people into chickens and make them explode. To die covered in feathers instead of fur, such a horrible demise. In the meantime, Raz will send Avinisse home until the Proxy Queen renders judgment."

If you speak to Kinlady Avinisse, she will have the following dialogue:

The Queen's Decree Kinlady Avinisse Coral Forest

Kinlady Avinisse in the dialogue screen.

"Have you come to gloat? To kick me while I wallow in my own misery? Well, go ahead. I deserve it."

How did you get involved with Aldarch Tilcalar? "I met him at Kinlady Milunthel's party in Alinor. We had similar ideas about the Queen's decree and I recommended that he lead the monastery. Summerset isn't a stew pot, and the various races aren't ingredients to be sprinkled in like so much spice."
So you knew he planned to kill the newcomers? "What a hateful accusation! Tilcalar told me he was going to send them back where they came from. I had no idea he planned to kill them. I give you my word. I just wanted the newcomers to go away. And to find out he worshiped Daedra. How crude!"
Do all of the monks at the monastery worship Daedra? "I certainly hope not! We'll have to get the Divine Prosecution in there to gather up the monks Tilcalar brought with him to Shimmerene. We can't have Daedric cultists desecrating a holy site. I suppose I need to beg for mercy from the Proxy Queen."
That would probably be for the best.

Travel to Artaeum

Keep of the Eleven Forces Portal

The portal to Artaeum in the Keep of the Eleven Forces.

To get to the Keep of the Eleven Forces, you must travel northwest, back up the road you were just on, until you reach a fork. At this point, turn left and you will approach the Keep. Walk forward until you reach the main structure, and head up the staircase to your left. At the top, there will be a Skyshard available on the other side of the bridge to your right. The portal to Artaeum can be found down a small staircase to your left, opposite from the Skyshard. A copy of The Old Ways may be found on the floor by the eastern wall of the Keep. Approach the portal and activate it to travel to Artaeum.

Artaeum (Online)

The island of Artaeum, with Ceporah Tower in the distance.

You will be transported to Artaeum. Walk down the winding ramp and travel north to reach the Ceporah Tower. On the route there, you may encounter several static, non-hostile characters such as Tendinwe, who explains if spoken to, "Artaeum was once a part of the Summerset archipelago. That's why the flora here may seem so familiar to you. Of course, our order has now moved the island to somewhere else entirely. … Our order has the ability to move Artaeum, or even make it intangible. That's how we protected ourselves from invaders and outside forces." Such dialogue options are not quest-related and will be unchanged if you leave and return to it at this point.

Underneath the tower, Ritemaster Iachesis and Valsirenn can be seen talking to each other, where Valsirenn reveals that the "friend" she was searching for is named Leythen.

The Queen's Decree Ritemaster Iachesis Valsirenn

Valsirenn speaking with Ritemaster Iachesis.

Valsirenn: "And there was no sign of Leythen. I don't know whether to be grateful or concerned."
Ritemaster Iachesis: "We'll find him, Val. Now go check on the pearl while I speak to our new guest."

After this conversation, Valsirenn will walk toward the portal to the Ceporah Tower at the center of the area and activate it. Speak to Ritemaster Iachesis to finish the quest.

Ritemaster Iachesis Dialogue Screen

Ritemaster Iachesis in the dialogue screen.

"What a rare honor Valsirenn bestowed upon you. Only a select few not of our order have ever walked upon this sacred island. Val tells me your aid was indispensable in uncovering the false Aldarch's plot on Summerset."

We discovered that newcomers to Summerset were being murdered to power the abyssal pearls. "Unfortunate, certainly. The magic you describe sounds familiar, though I can't quite recall where I've heard of it before. I fear the pearls may be a harbinger of the threat Sotha Sil warned us about."
Sotha Sil? What threat? I don't understand. "Sotha Sil, one of the living gods of the Dark Elf Tribunal. He's an honorary member of our order. After an attack on his Clockwork City, he warned us about a Daedric threat to Summerset and Artaeum. I sent Valsirenn to investigate."
Is there anything more I can do to help? "Indeed, but not until we finish studying the pearl Valsirenn brought us. There are mysteries to unravel and Val believes you will be instrumental to our success. We can get started immediately, unless you want to explore our island first."

If you exit the dialogue box before pressing the "Complete Quest" button and speak to Ritemaster Iachesis again, the following conversation will occur, allowing you to finish it:

"Strange magic. Life-stealing pearls. Unknown sea creatures. It all relates to Sotha Sil's warning, but we still don't know what form the real threat will eventually take."

Is there anything I can do to help deal with this threat?

If the final dialogue option is chosen, Ritemaster Iachesis will simply say the line that he would have said initially, had you chosen to ask him about the how to help prior to completing the quest.

Enter the Ceporah Tower using the portal next to you in order to take your first step toward completing the next quest in the main questline, "A Pearl of Great Price."

I finished interviewing the people Razum-dar suggested. I should find him near the entrance to Shimmerene and let him know what I found out.
  • Objective: Talk to Razum-dar
Razum-dar asked me to take a look around the Monastery of Serene Harmony in Shimmerene to determine what's happening with the sequestered newcomers. I just need to wait for Raz to distract the sentry before I can slip inside.
  • Objective: Enter the Monastery of Serene Harmony
Now that I'm inside the monastery, I should look around and try to find out what's happened to the newcomers and other non-High Elves that have been sequestered.
  • Objective: Investigate the Monastery
I encountered a High Elf who clearly isn't one of the Aldarch's monks. I should talk to her and find out what she's doing in the monastery.
  • Objective: Talk to Valsirenn
Valsirenn claims she's trying to find a friend who might have been caught up in the sequestering. She feels there's more going on than simple politics and suggested we explore the monastery undercroft together.
  • Objective: Investigate the Undercroft
There's a prisoner in a cage down here. I should talk to her and set her free.

  • Objective: Talk to Valsirenn
I should follow Valsirenn deeper into the undercroft so we can locate the rest of the newcomers that are imprisoned here.
  • Objective: Find the Missing Prisoners
A Daedric cultist channeled magicka through a pearl similar to the one we saw in the office. It drained the life from the captured newcomers. Now the pearls seems to be summoning yaghra. I need to protect Valsirenn while she deals with the pearl.
  • Objective: Defend Valsirenn
Valsirenn cast some sort of spell and the pearl disappeared. I should exit the great hall and talk to her.
  • Objective: Talk to Valsirenn
Valsirenn revealed that she's a mage of the Psijic Order, sent to investigate a threat to Summerset. We werer too late to save the newcomers, but we did stop the yaghra and transport to Artaeum for safekeeping. Now to leave this place.
  • Objective: Escape the Undercroft
Valsirenn suggested I find Razum-dar at the local inn and let him know what we discovered beneath the Monastery of Serene Harmony.
  • Objective: Talk to Razum-dar
Razum-dar asked me to attend a meeting at Kinlady Avinisse's mansion. He wants me to speak to her to determine what she knows about the happenings in the monastery. He provided me with an invitation and set of elegant clothes to get me inside.
  • Objective: Attend the Kinlady's Meeting
Kinlady Avinisse left her guests and went inside her mansion. I should head inside and speak to her.
  • Objective: (Optional) Talk to Aldarch Tilcalar
  • Objective: Talk to Kinlady Avinisse
Kinlady Avinisse seemed genuinely surprised to hear that the newcomers were being killed beneath the monastery. I should report to Razum-dar outside the mansion and let him know what I learned here.
  • Objective: Talk to Razum-dar
Razum-dar and Valsirenn agreed to work together to discover what the Aldarch is up to. We learned that he's meeting the Kinlady south of the city, in the Coral Forest. I should go and meet Valsirenn there.
  • Objective: Meet Valsirenn at the Coral Forest
I met Valsirenn outside the Coral Forest, but there's no sign of Razum-dar as of yet. We should enter the Coral Forest and start searching for the Kinlady and the Aldarch.
  • Objective: Search the Coral Forest
We saw Aldarch Tilcalar threaten the Kinlady before she fled. Valsirenn pursued the Kinlady. I should go after the Aldarch.
  • Objective: Confront Aldarch Tilcalar
I defeated Aldarch Tilcalar, but the abyssal pearl continues to call forth the strange sea creatures called yaghra. I need to destroy that pearl.

Now that I dealt with the Aldarch and the abyssal pearl, I should locate Valsirenn and the Kinlady.
  • Objective: Talk to Valsirenn
Now I need to find Razum-dar, let him know what happened in the Coral Forest and see what he plans to do with Kinlady Avinisse.
  • Objective: Talk to Razum-dar
Valsirenn invited me to come to Artaeum and help her explain events in Shimmerene to the Psijic Order's Ritemaster. She attuned me to a portal that will transport me to the hidden island. I should use the portal at the first opportunity.
  • Objective: (Optional): Confront Kinlady Avinisse
  • Objective: Travel to Artaeum
I arrived on Artaeum and there's a tower in the distance. That's probably where I'll find Valsirenn and the Ritemaster.

  •  PC   Calibar may not be present to approach the Vestige for them to begin the quest. The quest marker will instead point directly to Razum-dar.
  •  PC   The nametags for Lialanah and Olunandon may not appear after the initial meeting with the Golden Knight.
  •  PC   The "Free the Prisoner" objective may activate by walking to the exit to the monastery but without actually entering the Undercroft at all.
  •  PC   When entering Kinlady Avinisse's Garden, the game may cut to a black screen and will become impossible to close. Restarting one's computer fixes the issue, but also unequips the Elegant Outfit. Exiting the garden may work normally, but attempting to re-enter it produces the same bug.
  •  PC   The Vestige may have the option to equip the Elegant Outfit while leaving Kinlady Avinisse's Garden, even if it is already equipped.
