The War Council is a quest available in The Elder Scrolls Online. After the Vestige has convinced the Pact delegates to return to Prince Irnskar's meeting after he had insulted them, Thane Harvald, disturbed by reports of Stormfist spies infiltrating Fort Amol, requests the Vestige checks in on King Jorunn's meeting with the Pact leaders in the Fort Amol keep.

Background[]

Thane Harvald wants Lord Vurlop and I to go into the keep and check on King Jorunn. We need to make sure that the King and his war council are safe.

Walkthrough[]

After having succesfully convinced the Pact delegates to return to Prince Irsnark's meeting, Thane Harvald instructs the Vestige to accompany Lord Vurlop to the keep to check in on the king's meeting, as he is afraid the element of surprise may give Fildgor and advantage. After reaching the gates of the keep with Lord Vurlop, he will turn to the Vestige and two Daggerfall Covenant assassins will appear behind him to ambush them. The Vestige is saved by Naryu, however, who appears behind Vurlop and swiftly stabs him to death. She will tell the Vestige the following.

"Told you something bad was going to happen. I didn't want you to walk into this trap alone. So I followed you. Good thing, too."

Do you know what's going on here? "I've been tracking a Breton Illusionist by the name of Dhalen for a while now. The villain created quite a stir by assassinating a few nobles in Mournhold recently. I discovered that he took a contract with Fildgor and tracked him to this region."
Do you know where he is now? "Not exactly, but I'd wager he's inside the keep. I'm not sure what we'll find in there, but you'll need to be quick. Dhalen's already a step ahead of us. The man bought Vurlop with the promise of gold. Who knows who else he's got on his side."
Are you coming in with me? "I need to make sure our alliance friends are playing nice with each other, then I'll meet up with you. After I get out of this damn dress and into some proper clothing. How do women wear stuff like this all the time?"

"Maybe we should go upstairs so I can protect you."

If the Vestige has the Persuasion perk, they can compliment Naryu on her dress. The Vestige must now enter the keep to look for a key to the Jarl's manor, which is carried by Stormfist troops that have infiltrated the keep. Killing the first guard they see will allow the Vestige to grab the key from their corpse and enter the manor. Once inside, they will encounter Naryu speaking to Sergeant Vkor, who appears to be under the influence of a poison and promptly falls over and dies. When speaking to her, Naryu will tell the Vestige there are two locked doors in the manor that the king could be behind. It is up to them to discover how to open them. Making their way upstairs, the Vestige can find a note on a bed detailing a precautionary riddle that will lead them to the location of the key. The first passage directs them to a note in front of the statue in the main hall of the upper floor, which directs them to an ancient Argonian relic on the first floor of the manor, underneath which is the key. When the Vestige opens the safe room doors, they will encounter a visage resembling King Jorunn, who will tell them the following.

"Thank you for all your hard work here in Fort Amol. I can't say that Vurlop was as useful as I'd hoped, but he served his purpose, right? I mean, just look at me! Stunning, am I not? A Breton leading the Nords. Who would have thought of it?"

Where's the real King Jorunn? "For all intents and purposes, I am the real king now! Any who would challenge that are being dealt with. But I wanted to congratulate you. So many lives lost because of you. I'm envious. That poor Guard Hloenor. Greedy Lord Vurlop. The mind reels!"
You killed Guard Hloenor? "Vurlop did say that he would take care of her, didn't he? My poor Vurlop was many things, but a liar wasn't one of them. Then there's that pretty little Dark Elf outside. The feisty one. She'll be a fun one to kill. And, of course, King Jorunn..."
What about King Jorunn? "He's enjoying a gift from Fildgor. The king that saved his people from the Akaviri, killed by his own brother. Yet no one will ever know. No, they will find the body of poor Dhalen the Breton, defeated by their heroic king! Oh, that would be me."

You think you can take King Jorunn's place? "Well, yes. That's the entire point of why we're here. Now, I must apologize. I have matters to attend to. You'll find that my guards now control the manor. You can try to stop us, but I doubt you'll have very much luck."

Dhalen's illusion is broken.

Now that the Vestige knows Dhalen aims to impersonate King Jorunn, they must defeat the illusionist. Returning to the main hall of the manor, they will find what appears to be King Jorunn standing next to the statue there. Upon further inspection, it is an illusion cast by Dhalen. Attacking the impostor will cause the illusion to break, and Dhalen will return to his true identity. After defeating him in combat, the Vestige must rush to the vault of the manor to rescue the Pact leaders.

Entering the vault, they will discover King Jorunn lying on the floor, barely conscious, with Way-with-Words kneeling over him. She will tell the Vestige the king has been poisoned by one of the Stormfists pretending to be a servant using a Daedric poison. She doesn't think he will survive. They only just managed to survive because Naryu came to their rescue and defeated their pursuers. The Vestige promises her that they will get help. After leaving the vault, the Vestige must speak to Naryu who tells them she has sent word to Prince Irnskar, requesting backup. In the meantime, Naryu will return to Mournhold, as her contract is now completed. The Vestige must head downstairs to speak to Prince Irnskar, who will tell them the following.

"Where's my father? What did our so-called allies do to him? I'll kill every single Argonian and Dark Elf myself if my father's been harmed!"

It wasn't the Argonians or the Dark Elves. It was Fildgor Orcthane. "Fildgor might have driven the blade, but the Dark Elves and Argonians did nothing to protect my father! Now where is he? Tell me!"
He's upstairs. A Dark Elf and Argonian are protecting him. "Guards, go to the King at once! As for you, what's your involvement in all this? Why are you here?"
Fildgor's agents tried to kill me, too. "Then we are allies. For now. I must go to my father. I don't care how we do it, but his life must be saved. My father can't die. Fildgor will not win this war! Not this way! I forbid it!"

Upon which the quest will be completed and the Vestige will be rewarded.
