If you spared Cicero, he could be of use, and if not, the two Dark Brotherhood Initiates are invincible and good at sneak. By now, you've probably completed it, but if not, I believe mercenary followers can have adequate sneak.
Don't know what good a sneak follower would have. If Skyrim had a feature where you could command a follower to perform stealth kills, there would be great potential. But in it's current state a follower is obselete.
Just went through the article and the author (Karla Clark) also claims that Cicero "won’t set off traps".
Does this mean he has the Light Foot perk (= doesn't trigger pressure plates) from the Sneak skill tree? I'd only known this to be true (tested and verified) for Talvas Fathryon. He also has another Sneak perk: Muffled Movement.
Can anyone verify this for Cicero? I've never used him as a follower.

Only in one particular instance. A scripted one at that.
I think you're right. The author probably only meant that one time during The Temple of Miraak. I had only used Frea for a little longer than Dragonborn's main questline and it seems unlikely her AI packages would have her behave like this outside of that quest's scripted instance(s).
