So, M,aiq has appeared in morrowind skyrim online and oblivion, given the time gap two things quickly become apparent 1. M’aiq is part of a Khajiti family that romes tamriel for centuries spreading curious and rare knowlage for no apparent reason with no apparent goal, 2. Or M,aiq is simply one entity that has achieved immortality. My theory is that M’aiq was born in the early first era to a regular khajiti family where at a young age, M,aiq got very interested in divine metaphysics and when he grew into and adult he travelled all of tamriel studying it. Despite all his studying he couldnt find any way of transforming himself into a god to prolong his life of study so he miserably retired to skyrim when finally, he got a chance, Sheogorath offered him immortality in exchange for his sanity and the Arrogant M’aiq accepted, believing he was intellegent enough to overcome such things and Sheogoraths curse would not bother him. He was very wrong. He spent the next few decades studying everything about nirn he could with little or no contact with other races. M’aiq gained so much knowlage of nirn that he could rival the dwemer scholars and architects even if they had every tome in tamriel by their side. But after all he work, he finally retired into the wilderness of Tamriel, where his curse struck, strange visions and “memories” started to creep into his head that he wasnt sure were real or not, he ignored them for a good long while but eventually he was so drowned in these mysterious visions that he couldnt tell what was real anymore and so he unwittingly walked tamriel preaching the true and the false alike, unable to differentiate between them anymore.

I'd say at some point he achieved CHIM and gradually became disconnected from the world. He knows that he's just part of someone's dream, and so now he just occupies his time wandering and departing wisdom to people who give him attention.
