Sorry for necro, but to answer your question: the closest to a mod where you can travel all over Nirn would the Beyond Skyrim projects which cover Cyrodiil, Morrowind, High Rock, Hammerfell, Elsweyr, Roscrea and Atmora. There are a few other mods that let you visit other provinces in Tamriel such as the Summerset Isles
