  • So there's this horse, bareback and alone, standing probably 40-50 feet in front of one of the gates you can come up on on the edges of the world map. It's a brown horse, and the label 'Steal' is on it, yet there are no other people around. I hopped on him without sneaking, and I got no bounty.

    To find him, get to the eastern entrance of Riften, and simply follow the road all the way to the end, Don't make any turns, and when you get close, you may find some wolves that chase you down. I thought that this was strange to put a horse all the way out here, and if you move him, he returns to the same exact spot. Free horse I guess... Just putting that out there.

    • There are other places to get free horses, like after beating Hofgrir Horse-Crusher in a brawl right outside of Riften.

    • Also killing a wandering Noble who rided horse without having any witnesses, i've done that so many times.......,the reason i do it is not for transport ,cuz i've already unclocked all location & i don't need horses , but its just cuz it's fun for creating a tragedy in the wilderness  don't you think......... :}

    • there are a few randomly stealable horses out in the wilderness ones always by the falkreath gate that leads into cyroldiil and the others tend tobe near dead bandits or hunters that have strayed to far from their horses.

    • If you don´t want to steal a horse, there´s at least one available at the "Horker Hunter´s" unmarked location (link: http://elderscrolls.wikia.com/wiki/Horker_Hunter%27s_Camp )

      There are nearby at least two another unmarked locations with some nice loot: from the horker hunters turn east, you´ll find some horkers around dead hunters, a treasure map can be looted from the other one). And again from that spot, to south-east(ish) is another location where some dead fishermen´s skeletons are floating nearby a fallen boat. Good place to find slaughterfish scales, that one :D

    • The two horses at Fort Greymoor after its claeed and occipied by Imperials are free, but they'll immeadiatly start walking back if you dismount. However, until you mount another horse, it will appear whenever you fast travel.

    • There are horses in Riften that simply say "ride horse" , I am not clear if you are renting them..but if they die, as frequently happens, do you pay for them, or is it then stealing?? I think I took one at one time, and it simply returned to Riften no fees incurred. I don't believe it showed as stealing either.

      I find those horse usually to lose there stolen tag once I've "helped" (fought) Hrofgrir Horse Crusher, which is good because I resllylike the saddie less horse

      Same, I use bareback on my bosmer just because it fits his personality.

      Sadly, it's not since the Horse (Frost) of which Louis Letrush got from the dragonborn is a horse similar in the horses in solitude while the horse here were similar to the horses in windhelm. But it has something related with the blood trails up in the mountains to right (if facing in the gate) that will lead the player to a troll and a deceased man. My theory is that there is a man riding a horse off to Morrowind and soon as he reached the gate, a troll ambushed him and took him to the mountains and killed him, leaving the horse in the road. :D

      It could very well be the Horse the Dragonborn used to cross into Skyrim before he was captured by the Imperials. Good thinkin' 99 :)
