  • I've gone to the Windhelm docks, but there's no boat and captain so i can't start the quest, also i've waited in every hold 24 hours and the Cultists won't spawn. (Xbox 360)

    • Have you completed/begun the quest "The Horn of Jurgen Windcaller"? If not you need to do it before the Dragonborn questline will activate.

    • Try going to Riverwood to find the cultists go there wait a few hours, they always appear there for me

    • You actually don't NEED to be the Dragon Born yet. Try going to the main menu (quit) and check in "Add ons" if it's there. If it says DragonBorn, you have it.

      If not, redownload it.

      If it is, redownload it. My option. :)

    • You mean to say check in data files whether the dragonborn is checked or not? Done that and its checked but still no boat and no cultists.

    • You do not need to have even started the dragonborn main quest to go to Solsthiem. I know because I just did so. In my current game I've only just adventured since leaving Helgen, haven't talked to the Jarl of Whiterun, thus no dragons yet, nothing. Upon seeing this thread I went back into the game, went to Windhelm, and the boat was there. I booked passage to the island, and am now in Raven Rock. But I'm not yet confirmed as the Dragonborn.

      So what I'm saying is, that boat in Windhelm should be there, for anyone who has the DB dlc installed properly. If it isn't, it leads me to wonder what mods one has running that may be interfering in some way.

      Is your load order correct? Because there is a proper load order even for non-modded games. Look it up.

      The actual "dragonborn" quest though won't start officially (with the visit from the cultists) until you've gone to High Hrothgar in answer to the Greybeards' summons, learned your first shouts, and confirmed yourself as the dragonborn. Once you do that the cultists will show up and confront you no matter where you fast-travel to. For me they always find me right away in Ivarstead. But that boat should be there regardless!

      I'm on pc, so if this no boat thing had happened to me I'd likely have tried removing the game from my hd entirely and then doing a complete reinstall, if nothing else I tried worked. For xbox and the like I have no idea.

    • the only reaonable explaination i can give for this problem to occur. 1 is ofcourse you don't have he dlc but im naturally going to assume you do have it installeed and active 



      i have come across this just once in speacial edition and just to make it perfectly clear im operation under the assumption that nearly everyone is using an alternate start mod in their games, and so will get to the theorry of it



      if you use alternate start obviously your going to use a start of your own preference and never concider using any start that brings you anywere near helgan, as a result the main quest will not start instantly and will start once you travel to helgan, its for this reason the boat will be moored in windhelm while the main quest is not active or started and reslts in the ability to travel to solthsteim(i always forget how to spell it), but if you start the main quest before you  have traveled to solthsteim  then done everything between helgan and being named thane of whiterun, i believe the boat is not classed as in skyrim but rather in solthsteim preparing to transport the cultists, once you've delt with balgruff head for the greybeards do wat they need and then go to ustengrav get the note and just go to any town or city within any hold and you should get attacked by cultists, this should indicate that the boat is back in windhelm.



      i believe that the boat gets disabled until the cultist attack but only during the first few missions of the main questline, i hope this may help in the future 

      and don't cry about it being bumped its really the only major explaination that has been given so far and the most logical theory

    • yheory hs been confirmeed if you have not already been to solthstiem and have started the main quest of the base game and did not get the note from ustengrav the boat in windhelm will be disablerd until you retrieve that note left by delphine

    • well i tested this personally the boat appears to disable between the point of being called by the greybeards until the retrieval of the note in ustengrav were it is reenabled i think its a preventative measure for the player to go to solthsteim efore the cultists can catch up to you between this section of the quest, so either dont go to the jarl staight away or if u have get everything upto getting the horn of delphine to get the boat to show up
