I know it's a later post but I have found a fix, at least for my game (I'm on PS3). It takes a bit but I have tried it on multiple characters and it seems to fix Belrand to be a steward with all the options (I had fully furnished houses anytime I tried, did not try before furnishing but it should still work.) Okay, so here's the steps I did for Lakeview Manor (save often on different saves to reload easier):
Bring him to the house from where you pick him up, the Winking Skeever (I actually traveled with him all the way back, no fast traveling or carriage but again it should work)
Walk around for a little bit, going inside and out
Fast travel to any far location (I went to Hlaalu farm outside Windhelm)
Fast travel back (I went to Pinewatch so I could walk closer)
Bring him close but not too close (I stopped when the dirt path could be seen) and have him leave your sevice (If he asks to be steward first you are too close)
He should approach you to be a steward (If he leaves get closer, if that doesn't work you need to redo the steps so far [reload is best, try not to use his free follower option] and spend more time around the Manor)
Accept his offer, then wait till he walks inside (he should be acting like a steward now without the options)
Fast travel again far away (near Windhelm)
Fast travel back (Pinewatch)
Head inside and speak to him, the mercenary dialogue should have changed to a steward greeting and all of the options should be there (I have not tried getting him as a follower afterwards but he is no longer a free hire, going out again coats 500 and it may or may not affect his steward dialogue)
That should work, I do need other eyes beside my own though to check but it has worked for me on different saves.
