Draugr are probably older in most cases. Also Draugr are only Nords.
Draugr appear to me mummified/dried out husks, whereas zombies are rotting and falling apart.
Draugr refers to undead dragon cultists raised by an unknown draconic form of necromancy.
or cannibalistic nord punished by the all-maker
also, i's not necromancy, but either a curse or in some cases in order to revive a dragon priest
draugar {plural of draugr} are silent shape-shifting viking zombies
I'd say Draugr are more intelligent than zombies, as they actually have duties that they carry out, they speak and shout too.
