Thules the Gibbering was the Nibenese emperor, a non-Dragonborn warlord, of Tamriel before Titus Mede I usurped the throne. He ruled over the Empire during Stormcrown Interregnum. He is known to be a witch-warrior who was not well-liked by the people of his empire. Many on the Elder Council favored him over a Colovian usurper. Hierem served as a minister to him but later persuaded the Elder Council to change sides and favor Titus Mede over Thules.[1]
