Tsoxolza is a deceased Argonian found west of Shimmerene, Summerset during the quest "The Queen's Decree." He was seemingly killed by a nearby Salamander. Next to him is a bag named "Tsoxolza's Backpack," which contains Tsoxolza's Letter.
