He was born in Atmora as Talos, 'Stormcrown' in the language of the ancient Ehlnofey, and it was from that shore he sailed. He spent his youth in Skyrim among the Nords. There he learned much from the Tongues and their chieftains and their ways of war. At twenty he led the invasion of Old Hrol'dan, taking it back from the Witchmen of High Rock and their kinsmen."Soon the Greybeards made known that they were restless. Already the storms had begun from their murmurs. The Greybeards were going to Speak. The surrounding villages were abandoned as the people fled the coming blast."The villagers warned Talos to turn back, for he was marching to the mountain where the Greybeards dwelt."Inside he went, and on seeing him they removed their gags. When they spoke his name the World shook."The Tongues of Skyrim told the son of Atmora that he had come to rule Tamriel and that he must travel south to do so."And it is true that Talos did come to Cyrodiil shortly after the Battle of Old Hrol'dan."And it is true that a great storm preceded his arrival.
Yet, the remnants of the Cyrodilic Empire refused to die, even though both East and West had become fragmented beyond measure. A petty king of the Colovian Estates, Cuhlecain, came to power and appointed an Atmoran as General of his legions. General Talos had studied in Skyrim, and used the thu'um. He could rout armies with his battle-cry and shout lesser men off their feet. A year later more than half of the Cyrodilic Empire was reclaimed or consolidated, and Cuhlecain saw fit to move into the Nibenay Valley, capture the capital city, and proclaim himself Emperor. By this point, High Rock and Skyrim, which bitterly opposed a return to Cyrodilic rule, gathered their armies for a joint invasion of the Colovian West. Talos met them on the field of Sancre Tor. The Nords that had come to cripple the Empire soon joined the General's forces, for when they heard his thu'um they realized he was Skyrim's Son and the Heir to the Empires of Men. The Bretons were sent back to High Rock with tales of Cuhlecain's new General, where they decided to combat the Emperor's sorcery with their own. In CE854, a nightblade from the Western Reach made his way to the Imperial Palace at Nibenay. There, the Witchman assassinated the Emperor, caught the Palace on fire, and slit the throat of General Talos. "But from the smoldering ruin he came, one hand to his neck and with Cuhlecain's Crown in the other. The legions wept at the sight. His Northern magic had saved him, but the voice that led them would be more silent from that night on. His word could no longer rout an army with a roar, but he could still command one with a whisper. He took for himself a Cyrodilic name, Tiber Septim3, and the Nordic Name of Kings, Ysmir, the Dragon of the North. And with those names he took, too, the Red Diamond Crown of the Cyrodiils, and became their True Emperor." Thus was born the Third Empire of Men.
This cult, started by Tiber Septim himself, was established in the honor of Cuhlecain, the Emperor Zero. Though Cuhlecain did not technically recapture all of Cyrodiil's holdings during his time, he is worthy of worship for the wisdom he showed in appointing Talos as his General, and the bravery he showed when retaking the Imperial City, two events that were crucial in restoring the glory of the new Cyrodilic Empire. He is therefore to be remembered in our prayers. The topiary-mages have begun to shape his aspect in the Palace gardens, where in the future Cuhlecain may share his insights with Tiber Septim in the same manner as the rest of the blessed hedgery heads of Green Emperor Road.
Cyrodiil in the Third Empire is the young, vital embodiment of its ancient heritage. Internally, it has undergone an incredible restoration-- reconstruction of the ruined sections of the Imperial City is nearly complete, roads and cities destroyed in the Interregnum have been rebuilt, East and West are unified for the first time in four centuries. Cyrodiil's present stability and strength have not been seen since the Reman Dynasty; indeed, they were born under similar circumstances - a Westerner winning the Eastern throne, forging them both into the greatest power in Tamriel.
The high crafts of daikatanas and dragonscale armor came from Akavir, as did the banners and military dress of Septim's shock troops, the Blades.
And in the days of interregnum, the Chim-el Adabal was lost again amid the petty wars of gone-heathen kings. West and east knew no union then and all the lands outside of them saw Cyrodiil as a nest of snakemen and snakes. And for four more hundreds of years did the seat of Reman stay sundered, with only the machinations of a group of loyal knights keeping all its borders from throwing wide.
These loyal knights did go by no name then, but were known by their eastern swords and painted eyes, and it was whispered that they were descended from the bodyguard of old Reman. One of their number, called the Chevalier Renald, discovered the prowess of Cuhlecain and then supported him towards the throne. Only later would it be revealed that Renald did this thing to come closer to Talos, anon Stormcrown, the glorious yet-emperor Tiber Septim; only later still, that he was under instruction by a pig.
A great general, Talos, liegeless after his lord's assassination, began his career as the greatest conqueror in the history of the land.
Better known by his Cyrodilic name, Tiber Septim and his armies conquered all of Tamriel, creating the Empire that bears name even today, and ushering in the Third Era
In 2E852, allied Nord and Breton forces crossed the borders into Cyrodiil and occupied the major passes and settlements in the Jerall Mountains. Making their headquarters for the winter at Sancre Tor, the Nord-Breton allies dared King Cuhlecain's new general, Talos, to assault them in their mountain fastnesses. When they learned that General Talos had mustered an army in the dead of winter and was marching to assault Sancre Tor, they were elated. Sancre Tor was impregnable, its citadel on high cliffs overlooking the lower city, nestled in a high mountain basin with steep, unscalable cliffs in their rear.
The Cyrodilic army was small, poorly trained and outfitted, short on rations, and unprepared for winter campaigning. As their ragged units assembled in the lowlands beneath the citadel, the Nord-Breton allies confidently assumed that their enemy had delivered himself into their trap.
The citadel was not only protected by an unscalable cliff in front and unscalable heights in their rear, but the entrance to the citadel was magically concealed under the appearance of a large mountain lake in the basin beneath the heights. Accordingly, the Nord-Breton allies left on a small force to defend the citadel, descending through lower passages to attack and overwhelm the cold, hungry Cyrodilic forces before them. They expected to defeat, overrun, and annihilate General Talos' army, leaving no one to oppose their springtime descent into the Cyrodilic Heartlands.
Thus did General Talos lure the Nord-Breton allies to their doom. Leaving a weak force in the lowlands to draw out the defenders, General Talos approached the citadel of Sancre Tor from the rear, descending the supposedly unscalable heights behind the citadel, and sneaking into the supposedly magically concealed entrance to the inner citadel. This remarkable feat is attributed to the agency of a single unnamed traitor, by tradition a Breton turncoat sorcerer, who revealed both the existence of an obscure mountain trail down the heights behind the citadel and the secret of the citadel entrance concealed beneath its illusory lake surface.
While the Cyrodilic army in the lowlands fought a desperate defense against the Nord-Breton sortie, General Talos and his men entered the citadel, swept aside the sparse defense, captured the Nord-Breton nobles and generals, and compelled them to surrender the citadel and their armies. The confused and demoralized Nord captives, already suspicious of the scheming High Rock sorcerer aristocracy and their overreaching dreams of Heartlands conquests, deserted the alliance and swore loyalty to Tiber Septim. The Skyrim generals joined their rank and file in Tiber Septim's army; the High Rock battlemage command was summarily executed and the captive Bretons imprisoned or sold into slavery.
Thus was the concerted allied invasion of Cyrodiil foiled, and General Talos' army swelled by the hardened Nord veteran troops that played so crucial a role in General Talos' succeeding campaigns which consolidated the Colovian and Nibenean into the core of the Cyrodilic Empire, and which resulting in the crowning of General Talos as Emperor Tiber Septim.
Historians marvel at Tiber Septim's tactical daring in assaulting a fortified mountain citadel in the dead of winter against vastly superior numbers. Later Tiber Septim attributed his unwavering resolve against overwhelming obstacles to have been inspired by his divine vision of the Amulet of Kings in the Tomb of Reman III.
The young Talos may indeed have been inspired by his belief that he was fated to recover this ancient sacred symbol of the Covenant and to lead Tamriel to the high civilization of the Third Empire. Nonetheless, this should in no way reduce our admiration for the dash and genius of this defining military triumph against impossible odds.
In 2E852, the city was suffering under one of the periodic occupations by Skyrim and High Rock invaders. King Cuhlecain sent his new general, Talos, to recapture the city and expel the northern invaders. During his siege, Sancre Tor was destroyed and abandoned. Realizing the strategic weakness of the site, General Talos -- later Tiber Septim -- resolved to abandon Sancre Tor, and during his reign, no effort was made to rebuild the city or citadel.
Alessian historians asserted that Sancre Tor was magically concealed and defended by the gods. Records of Sancre Tor's repeated defeats and occupations by northern invaders gives the lie to this assertion. The entrance to the citadel was indeed concealed by sorcery, and the citadel and its labyrinthine subterranean complex were defended by magical traps and illusions, but their secrets were betrayed to besieging Nords by the Breton enchanters who crafted them.
During the Sack of Sancre Tor, General Talos is said to have recovered the Amulet of Kings from the tomb of Reman III. Theologians ascribe the long centuries of political and economic turmoil following the collapse of the Reman dynasty to the loss of the Amulet of Kings, and associate the renaissance of the Cyrodilic empire in the Third Era with Tiber Septim's recovery of the Amulet from Reman III's tomb.
Sancre Tor has lain in ruins since the beginning of the Third Age, and the surrounding region is virtually uninhabited. Now all communications with the north are through the passes at Chorrol and Bruma, and Sancre Tor's citadel and underpassages have become the refuge of various savage goblin tribes.
Now Tiber Septim has begun a program of demolition of these myriad fortresses, a wise policy that should facilitate prosperity while removing a potential refuge for subversives.
he Empire's expansion has proceeded according to the merits of the Emperor's servants. By all accounts, Septim's Governor in High Rock has ended the feuding of the Witch-Kings there with tact and skill. The Emperor's representative here in Stros M'Kai is not of the same caliber, and the Emperor is viewed dimly as a result.

High Rock fared relatively well during the long interregnum following the fall of the Cyrodilic Empire, but its multitude of fractious kingdoms were easily conquered by Tiber Septim. Indeed, many Bretons welcomed the rebirth of the Empire
Thassad II was the last of these "High Kings," for upon his death in CE862, the honorable Forebears retook Sentinel by force. Crown Prince A'tor then sailed from Stros M'kai to avenge his father, resulting in one of the bloodiest massacres of Tamrielic history. Tiber Septim, in his rightful duty as Heir to the Reman Dynasty, answered the Forebears' plea for help, sending his men to end the mad Prince's butchery. A'tor found it impossible to stand against the superiority of the Imperial legions; many of the Crowns had deserted him after seeing the glory of the reborn Empire. He and a few loyalists fled back to Stros M'kai, doggedly pursued by the West Navy, where they were soundly defeated at the Battle of Hunding Bay. The Emperor, in his wisdom, deemed it best to assume responsibility for Hammerfell's lawful restoration as a republic and provincial territory
Currently, this Palace is the headquarters of Provisional Governor Senecus Goddkey, who has been helping to administer the Forebear principalities since Baron Volag's6 disappearance

With the fall of the Cyrodilic Empire, control reverted to the individual rulers of each province, resulting in centuries of chaos, as many of the provinces devolved into independent kingdoms and petty statelets. Now, happily, all of the human kingdoms have been recovered by the Third Empire of Tiber Septim, and once again they all bear the proud title of Imperial Provinces.

The tale dates to the year 855 of the Second Era, after General Talos had taken the name Tiber Septim and begun his conquest of Tamriel. One of his commanding officers, Beatia of Ylliolos, had been surprised in an ambush while returning from a meeting with the Emperor. She and her personal guard of five soldiers barely escaped, and were separated from their army. They fled across the desolate, sleet-painted rocky cliffs by foot. The attack had been so sudden, they had not even the time to don armor or get to their horses.

the Third was immediately posted to the capital to help put down the Moth Rebellion, where its green recruits earned it the sobriquet "The Faithful" while besieged in the Hesod Barracks by the Cultists. The proudest moment of his life was when the Third marched with Tiber Septim's honor guard during his triumphal reentry into the capital.
Attrebus saw action with the Third in every corner of the expanding Empire over the next few years, and has scars to prove it. He was wounded during the storming of Tarak Shan, and nearly lost a leg to an Argonian feather-serpent during the grueling pursuit of Reekee's kidnappers into the depths of Black Marsh in 861. Fiercely loyal to his Emperor, he has little patience with people who refuse to acknowledge the obvious benefits of the Empire. For a glass of the strongest local brew, he will gladly retell his part in the sack of Senchal (an event which has no part in the official history of the Empire), claiming to have put thirty catmen to the sword himself, "man, woman and cubling, made no difference to us - General Pottreid had given 'em their chance to surrender."
He was among the few who escaped the Aldmeri trap at Black Rocks-later, the remnants of the Third made up the core of the new Ruby Legion, and Attrebus spent an uneventful year on garrison duty in the Nibenay Valley
Tamriel is divided between the Empire and the Elder Races, and Tiber Septim has made it known to the Thalmor that he is the True Emperor of Cyrodiil, and heir to all of its former holdings. The Elves of Tamriel have yet to answer
The traveler is advised to avoid the lands of the Aldmeri Dominion. Though the Thalmor have representatives at the Imperial City, and the Cyrodilic Grand Vizier Zurin Arctus is meeting with the King of Alinor
Initially, though the Imperial legions and navy were widely considered undefeatable, House Indoril and the Temple hierarchy proposed to resist to the death. Redoran and Dres stood by Indoril, with Telvanni remaining neutral. Hlaalu proposed accommodation.
Contrived border incidents in Black Marsh ended inconclusively, but the swampy terrain did not favor legion and navy coordination. Against the legions massed west of Silgrad Tower and Kragenmoor, and the legions west of Blacklight and Cormaris View, Morrowind had pitifully small militias stiffened by small companies of Redoran mercenaries and elite units of house nobles and Temple Ordinators and Armigers
The situation changed radically when Vivec appeared in person in Vivec City to announce his negotiation of a treaty with Emperor Tiber Septim, reorganizing Morrowind as a province of the Empire, but guaranteeing "all rights of faith and self-government."
Nothing is known of the circumstances of the personal meeting between Septim and Vivec, or where it took place, or the preliminaries which must have preceded the treaty. The public reason was to protect the identities of the agents involved. In the West, speculation has centered around the role of Zurin Arctus in brokering the agreement; in the East, rumors suggest that Vivec offered Numidium to aid in the conquest of the Altmer and Sumerset Isle in return for significant concessions to preserve self-rule, house traditions, and religious practices in Morrowind.
The generals of the legions had dreaded an invasion of Morrowind. The Dunmer were widely regarded as the most dreadful and fanatic foes, further inspired by their Temple and clan traditions. The generals had not grasped the political weaknesses of Morrowind, which Emperor Tiber Septim recognized and exploited. At the same time, given the tragic depopulation and destruction experienced by the other provinces conquered by Septim, and the swift and efficient assimilation of Morrowind into the Imperial legal systems and economy, with relatively small impact on lower or upper classes of Morrowind's citizens, the Tribunal also deserves some credit for recognizing the hopelessness of Morrowind's defense, and the chance of gaining important concessions at the treaty table by being the first to offer peace
Septim, not eager to fight three Living Gods and also worried about Dagoth Ur's return, agreed to a treaty, as described in the history section of this book. The treaty gave Morrowind autonomy and gave the Septim Empire the means to conquer the rest of Tamriel: an equitable solution for both parties involved.
A further concession was given to Septim's demand for a central authority in Morrowind: a ruler who could be his hand in the domain. Barenziah, daughter of the ruling family of Mournhold, was the first to be given the title of Queen of Morrowind. The title was largely ceremonial, but the young Queen and her consort, Tiber Septim's general Symmachus, proved to be extremely popular with the Dunmer people.
I have been to the Imperial City many times, moonson. And I have met with the two-headed king more than once, in most of his recent incarnations. Which meeting do you refer to? The creation of the Armistace? Our supper where I was present in all three aspects? The reorganization of the Anumidum? The time I killed him? Which?
Partial Interview with Vivec
Resdayn was the last of the provinces to submit to Tiber Septim; like Black Marsh, it was never successfully invaded, and was peacefully incorporated by treaty into the Empire as the Province of Morrowind.
A Short History of Morrowind (incorrect technically)
Even Tiber Septim, it was said, thought twice before conquering Black Marsh for his new Empire. The borders of the province fell easily to his forces, but he wisely decided to avoid strategically unimportant inner swamps, and thus met with little resistance.
The conquest and assimilation of Summerset into the Empire is remembered by many a living Altmer with horror only partially diminished by time. Certainly, the pride of the people has never recovered

At that time, His Excellency Tiber Septim I, the first Emperor of Tamriel, demanded that the decadent rulers of Morrowind yield to him and institute imperial reforms. Trusting to their vaunted magic, the Dark Elves impudently refused until Tiber Septim's army was on the borders
The first volume of this series told the story of Barenziah's origin-heiress to the throne of Mournhold until her father rebelled against His Excellency Tiber Septim I and brought ruin to the province of Morrowind
At the Imperial City, Barenziah befriended the Emperor Tiber Septim during the middle years of his reign. Tiber's children, particularly his eldest son and heir Pelagius, came to love her as a sister
Before the rule of Tiber Septim, all Tamriel was in chaos. The poet Tracizis called that period of continuous unrest "days and nights of blood and venom." The kings were a petty lot of grasping tyrants, who fought Tiber's attempts to bring order to the land. But they were as disorganized as they were dissolute, and the strong hand of Septim brought peace forcibly to Tamriel. The year was 2E 896. The following year, the Emperor declared the beginning of a new Era-thus began the Third Era, Year Aught.
For thirty-eight years, the Emperor Tiber reigned supreme. It was a lawful, pious, and glorious age, when justice was known to one and all, from serf to sovereign. On Tiber's death, it rained for an entire fortnight as if the land of Tamriel itself was weeping.

She had never been parted from her parents before and had no idea what it meant, save that there was war in the west and the name Tiber Septim was on everyone's lips, spoken in hate and dread.
"Barenziah!" the soldiers cried, lifting their lances and swords and bows. Then her dear parents turned and rode away, knights trailing in their wake, until the courtyard was nearly emptied.
Sometime after came a day when Barenziah was shaken awake by her nurse, dressed hurriedly, and borne from the palace.
All she could remember of that dreadful time was seeing a huge shadow with burning eyes filling the sky. She was passed from hand to hand. Foreign soldiers appeared, disappeared, and sometimes reappeared. Her nurse vanished and was replaced by strangers, some more strange than others. There were days, or it may have been weeks, of travel.
One morning she awoke to step out of the coach into a cold place with a large gray stone castle amid empty
The Emperor Tiber Septim I had done much in the way of building relatively safe and regularly patrolled highways. But the tolls were steep, and this particular caravan kept to the side roads as much as possible to avoid them

The sergeant shrugged. "I ain't never heard. Dead, I 'spect. 'Twas alot of fightin' afore the Armistice got signed. It's pretty quiet now. Maybe too quiet. Like a calm afore a storm

Symmachus had apartments in a magnificent house two blocks from the palace, past the temple. ("The Temple of the One," he identified as they passed it, an ancient Nordic cult which Tiber Septim had revived
Barenziah was dumbfounded. Tiber Septim was nothing like the grim, grey, giant warrior she'd pictured. He was of average height, fully half a head shorter than tall Symmachus, although he was well-knit of figure and lithe of movement. He had a winning smile, bright -- indeed piercing -- blue eyes, and a full head of stark white hair above a lined and weathered face. He might have been any age from forty to sixty
Can I help it if that dry stick of a woman cannot hold her husband's interest even in conversation at dinner?" "Have less to say in public. That is all I ask. She matters little, it is true -- but her children love her, and you do not want them as enemies. Tiber Septim has not long to live
in light of reforms introduced by the Empire pertaining to land ownership and surface farming. But most of these went clean against Dark Elven observances. Tiber Septim, "in the name of the One," had ordained a new tradition -- and apparently even the gods and goddesses themselves were expected to obey
Tiber Septim lived for another half-century, during which she saw him on several occasions as she was bidden to the Imperial City on one reason of state or another. He greeted her with warmth during these visits, and they even had long talks together about events in the Empire when opportunity would permit. He seemed to have quite forgotten that there had ever been anything between them more than easy friendship and a profound political alliance. He changed little as the years passed. Rumor had it that his mages had developed spells to extend his vitality, and that even the One had granted him immortality. Then one day a messenger came with the news that Tiber Septim was dead, and his grandson Pelagius was now Emperor in his place.
Many of the great noble families of Morrowind had been wiped out in Tiber Septim's great war of unification, before the treaty. Dark Elven rule had been restored, it was true -- but not the old, not the true nobility. Most of them were upstarts like Symmachus, and not even half as good or deserving as he was. He had fought to keep Mournhold whole and hale when their so-called counselors would have picked at its bones, sucked them dry as Ebonheart had been sucked dry. He'd fought for Mournhold, fought for her, while she and the kingdom grew and thrived
You have probably not heard the fairy tale of Numidium, but you need to. The legend dates back to the earliest parts of the third era. Numidium was supposed to be a giant so big his hands could knock the moons from the sky. I do not recall from the stories whether Numidium was supposed to be good or bad, but the legends used to scare me as a child. The legends are, in fact, true. There was a Numidium, and, if situations continue, he will come again
Numidium was Tiber Septim's secret weapon in his bid for supreme power: a thousand foot tall automaton, a golem or an atronach of sorts powered by a gem called the Mantella. The Mantella was infused with the life orce of Tiber Septim's Imperial Battlemage, and with it, Septim crushed all who stood in his way. After the complete and total defeat of all his opponents, Septim began using Numidium to crush the neutral royal families of Tamriel so that he could enthrone only persons he knew to be loyal. His Imperial Battlemage was furious at this use of his creation, and fought to reclaim the Mantella. In the ensuing battle, both the created and the creator were vanquished: the heart they shared blown out of this reality into the netherworld they call Aetherius. Numidium's body was scattered throughout Tamriel and the Imperial Battlemage, without his life force went into a semi-slumber in a subterranean vault. In the centuries that followed, the Emperor's elite soldiers, for generation after generation, collected the pieces of the Numidium and became known as the Blades. Tiber Septim's Imperial Battle Mage became known as the Underking, and sent his forces out to find the Mantella. Be warned, therefore. Those who search for the Totem of Tiber Septim are searching for the mechanism the first Emperor of Tamriel used to control Numidium. I must tell you about the Totem of Tiber Septim, which all covet. You must know the truth about what you are asked. The Totem was crafted by the original Imperial Battlemage of Tamriel, by orders of Tiber Septim. It is essentially a means of controlling a gargantuan creature called the Numidium. Without it, the Numidium would simply not function. The Imperial Battlemage placed a seal on the Totem so that anyone not of Septim lineage or possessing a special supernatural affinity, such as himself, would be instantly killed if they attempted to use it. Tiber Septim was no fool, you know. The Dwarves crafted vast mechanical contraptions the likes of which you've never even imagined, and the First Emperor needed all the help he could get. You don't suppose the High Elves just rolled over and played dead for him, do you? Numidium was the prize of all Dwarven war machines, ferreted out by the Blades, they say, and rebuilt in the laboratories of the Battlemages of Cyrodiil. Who knows what else the Blades found? Who knows what other artifacts they might have stashed away?
The Blades took It from here, sure, but they din' take It back to Cyrodiil and rebuild the thing. Talos, he "annexed" a swath of our bounty-land in Ana'quinal and cleared the Khajiiti out by force. The Oversoul was known to the world as Tiber Septim They gave birth to their Mantella, this time an embodiment of the healing of the Man/Mer schism, and, with it, Anumidum Walked. But, by then, and for a long time coming, One betrayed the Other, and the world shuddered as they split, and the Anumidum went berserk and created an Empire of Evil to house the malignant half of its soul.

Indeed, it can be argued that Talos, the Ninth Divine, became even more important than the Eight that had preceded him, at least to humans. All the legitimate rulers of the Empire have been Dragonborn - the Emperors and Empresses of the first Cyrodilic Empire founded by Alessia; Reman Cyrodiil and his heirs; and of course Tiber Septim and his heirs, down to our current Emperor, His Majesty Pelagius Septim IV.
Because of this connection with the Emperors, however, the other significance of the Dragonborn has been obscured and largely forgotten by all but scholars and those of us dedicated to the service of the blessed Talos, Who Was Tiber Septim
The line of Septims have all been Dragonborn, of course, which is one reason the simplistic notion of it being hereditary has become so commonplace. But we know for certain that the early Cyrodilic rulers were not all related. There is also no evidence that Reman Cyrodiil was descended from Alessia, although there are many legends that would make it so, most of them dating from the time of Reman and likely attempts to legitimize his rule. We know that the Blades, usually thought of as the Emperor's bodyguards, originated in Akaviri crusaders who invaded Tamriel for obscure reasons in the late First Era. They appear to have been searching for a Dragonborn - the events at Pale Pass bear this out - and the Akaviri were the first to proclaim Reman Cyrodiil as Dragonborn. In fact it was the Akaviri who did the most to promote his standing as Emperor (although Reman himself never took that title in his lifetime). And of course there is no known hereditary connection between Tiber Septim and any of the previous Dragonborn rulers of Tamriel
The so called "Dragon Break" was first proposed at this time, by a wide variety of cults and fringe sects across the Empire, connected only by a common obsession with the events surrounding Tiber Septim's rise to power -- the "founding myth," if you will, of the Septim Dynasty.
The basis of the Dragon Break doctrine is now known to be a rather prosaic error in the timeline printed in the otherwise authoritative "Encyclopedia Tamrielica," first published in 3E 12, during the early years of Tiber Septim's reign
The last known sighting of a dragon in Tamriel was in the time of Tiber Septim. He made a pact with the few remaining dragons, swearing to protect them if they would serve him. Despite his promise, dragons were still hunted and slain. It's not clear if the last ones fled Tamriel or if they were exterminated.

As far as the Empire actually being in alliance with dragon's, there are many hints that lead on to this. Lord Richton was able to summon the Imperial Dragon, N'falilaargas for support in the Battle of Stros M'kai. The Battlespire incident. The look of the Imperial crest. Even the rumors that Tiber Septim WAS a dragon, shapeshifted into human form. Oh, dragon's exist, and there is proof that they do, but in what quantities?

1) Erase the Upstart Talos from the mythic. His presence fortifies the Wheel of the Convention, and binds our souls to this plane.
2) Remove Man not just from the world, but from the Pattern of Possibility, so that the very idea of them can be forgotten and thereby never again repeated.
3) With Talos and the Sons of Talos removed, the Dragon will become ours to unbind. The world of mortals will be over. The Dragon will uncoil his hold on the stagnancy of linear time and move as Free Serpent again, moving through the Aether without measure or burden, spilling time along the innumerable roads we once travelled. And with that we will regain the mantle of the imperishable spirit.
It's not the Brass God that wrecks everything so much as it is all the plane(t)s and timelines that orbit it, singing world-refusals.
The Surrender of Alinor happened in one hour, but Numidium's siege lasted from the Mythic Era until long into the Fifth. Some Mirror Logicians of the Altmer fight it still in chrysalis shells that phase in and out of Tamrielic Prime, and their brethren know nothing of their purpose unless they stare too long and break their own possipoints.

3E 38 - Death of Emperor Tiber Septim, and crowning of Emperor Pelagius

The Emperor's grandson, Pelagius, came to the throne. Though his reign was short, he was as strong and resolute as his father had been, and Tamriel could have enjoyed a continuation of the Golden Age. Alas, an unknown enemy of the Septim Family hired that accursed organization of cutthroats, the Dark Brotherhood, to kill the Emperor Pelagius I as he knelt at prayer at the Temple of the One in the Imperial City. Pelagius I's reign lasted less than three years.
Tiber Septim is succeeded by his grandson, Pelagius I. Pelagius is just not of the same caliber. In truth, he's a little nervous with all these provinces. Then an advisor shows up.
"I was friends with your grandfather," the Underking says, "He sent me to help you run the Empire."
Pelagius had no living children, so the crown of the Empire passed to his first cousin, the daughter of Tiber's brother Agnorith. So did Kintyra, former Queen of Silvenar, assume the throne. Kintyra I was blessed with a time of prosperity and good harvests, and was an avid patroness of art, music, and dance.
3E 48 - Death of Empress Kintyra , and crowning of Emperor Uriel I
The most famous burglar in Elsweyr's history, Rajhin is said to have stolen a tattoo from the neck of Empress Kintyra as she slept
Kintyra's son was crowned after her death, the first Emperor of Tamriel to use the imperial name Uriel. The Emperor Uriel I was the great lawmaker of the Septim Dynasty, and a promoter of independent organizations and guilds. Under his kind hand, the Fighters Guild and the Mages Guild increased in prominence throughout Tamriel.
His son Uriel II reigned for eighteen years, from the death Uriel I in 3E 64 to 3E 82
Tamriel was closer to unity than it had been since the days of Uriel I.
Tragically, the rule of Uriel II was cursed with blights, plagues, and insurrections. His tenderheartedness inherited from his father did not serve Tamriel well, and little justice was done.
Pelagius II inherited not only the throne from his father, but the debt from the poor financial and judicial management.
3E 82: Death of Emperor Uriel II, and crowning of Emperor Pelagius Septim
Pelagius dismissed all of the old Elder Council, and allowed only those willing to pay great sums to return. He encouraged similiar acts of his vassals, the kings of Tamriel, and by the end of his seventeen year reign, Tamriel had returned to prosperity. His critics, however, have suggested that any advisor of wisdom, but without gold had been forcibly ousted. This may have led to some of the trouble his son Antiochus faced when he became Emperor.
Two years later, Pelagius II died -- many say poisoned by a vengeful former Council member
Pelagius arrived at court to find that the city-state was being terrorized by a great demon werewolf. Instead of wooing, Pelagius and Quintilla together went out to save the kingdom. With his sword and her sorcery, the beast was slain and by the powers of mysticism, Quintilla chained the beast's soul to a gem. Pelagius had the gem made into a ring and married her.
But it was said that the soul of the wolf stayed with the couple until the birth of their first child
The Emperor Pelagius Septim II died a few weeks before the end of the year, on the 15th of Evening Star during the festival of North Wind's Prayer, which was considered a bad omen for the Empire. He had ruled over a difficult seventeen years. In order to fill the bankrupt treasury, Pelagius had dismissed the Elder Council, forcing them to buy back their positions. Several good but poor councilors had been lost. Many say the Emperor had died as a result of being poisoned by a vengeful former Council member.
DAGOTH UR ARCHIVEEdit
House Dagoth is the Sixth House, the "lost" Sixth House. In the First Age, House Dagoth betrayed the other Great Houses during the War of the First Council, and was destroyed for their treason. I can answer any questions you have, but I'll also give you some notes to give to Caius, and recommend some Sixth House references he should read.
House Dagoth was the Sixth of the Seven Dunmer Great Houses. Nothing remains of the Sixth House. Its members were all slain or adopted into other Great Houses following their treason in the War of the First Council. Their clanstead was called Kogoruhn.
I've heard something about a secret cult worshipping Dagoth Ur. The idea is that the Tribunal are false gods who have betrayed Morrowind to the Imperials. The cult plans to overthrow the Temple and drive the Empire from Morrowind. The cult is outlawed by the Temple, the Great Houses, or [sic] the Empire, and I doubt it's very popular. I've also heard there's some connection with smuggling... that they smuggle goods, or hire smugglers, or something like that.
Dagoth Ur was the leader of the extinct Sixth House, House Dagoth, the traitor house destroyed in the War of the First Council. Dagoth Ur is the evil immortal enemy of the Tribunal Temple cult. The Temple blames Dagoth Ur and his hosts for all the evils that beset the Dunmer and Morrowind. Dagoth Ur dwells in fiery caverns beneath Red Mountain, served by his kin and legions of monsters.
So, -player name-. Dagoth Ur and all his kin are dead. You know. You slew them with your own hand, and the Blight is gone from Morrowind. And it would be very nice if they were to stay dead, forever, this time around. But I am a historian, and so I am a pessimist. I hope we will not grow too complacent.
House Dagoth is an extinct Great House. In the wake of the ancient Battle of Red Mountain, its leadership was revealed to have plotted treason, and was discredited. Many of House Dagoth died defending the House; those survivors who were faithful to the Great Council were redistributed among the other houses. The Temple says the ancient, legendary evil beings that dwell beneath Red Mountain in the Dagoth Ur region are the original leaders of this extinct house, sustained by some powerful, evil sorceries.
I've never heard of such a thing. House Dagoth was the Sixth House, but in the War of the First Council, they betrayed the other Great Houses, and were destroyed for their treason. But I've never heard of anyone worshipping them. Dagoth Ur, the ancient head of House Dagoth, is the Devil of the Tribunal faith, but I've never heard of anyone worshipping him, either.
This Addhiranirr knows about, because it is about smuggling. Some smart smugglers are suddenly too busy for their old clients, because they have a new employer, the Sixth House, who pays VERY well. But what do they smuggle now? Addhiranirr doesn't know, because they are very secret. And this is odd, because these smugglers are always loud and bragging, and now they hush up like fat-bellied kitties full of sweet-meats."
I had a disturbing dream. I can only recall one part. A tall figure with a golden mask led me among the dead as through a wedding celebration. I heard many voices, but no lips moved. I strained to breathe, but my chest didn't move. The tall figure spoke with each figure as he passed among them, laughing and joking, as if they were alive, but they made no reply. I tried to cry out, but without breath, my tongue fluttered in vain.
In my dream, a tall figure with a golden mask greeted me, saying, "There are many rooms in the house of the Master. Be easy, for from the hands of your enemies I have delivered you." It seemed I had died and could see myself laid upon a table lit by candles. But with my own hands I touched the figure, and the figure drew breath, opened eyes, and rose from the table. Then the room was gone, and the world filled with light, and I awoke.
I dreamed that a tall figure with a golden mask spoke to me, but I understood not a word. He smiled, and seemed pleasant, but when he reached to touch me, it terrified me, and I tried to escape, but I couldn't move. I tried to cry out, but I couldn't make a sound. The figure kept smiling and talking, but I felt sure he was trying to cast some sort of spell on me. When I woke, I couldn't recall how the dream ended.
Finishes quest In my dreams, a tall figure in a golden mask spoke to me. "Lord Nerevar Indoril, Hai Resdaynia! Long forgotten, forged anew! Three belied you, three betrayed you! One you betrayed was three times true! Lord Voryn Dagoth, Dagoth Ur, steadfast liegeman, faithful friend, bids you come and climb Red Mountain! Beneath Red Mountain, once again, break your bonds, shed cursed skin, and purge the n'wah from Morrowind!"
"Lord Dagoth says you will join us or die. I thought you might just leave us alone, and go about your own affairs. But Lord Dagoth says it is not your way, to leave a thing well enough alone. Perhaps. I cannot remember you at all. But I do my Lord's bidding. I have always done his bidding. So go to him and submit. You will be given power and place. And, perhaps, peace and forgiveness. Do as you like."
I'm going to kill you. You don't believe that, or you wouldn't be here. You are the challenger, so, by House Dagoth custom, yours is the first move.
Dagoth Ur is dead. I hope we will no longer be troubled by his dreams. But I wonder, too, what the ghost of a god would be. And can a dead god dream?
This is a strange dream, indeed. The Sharmat Dagoth Ur speaks to you, in the voice of prophecy. He curses the three betrayers, the three false gods, Vivec, Almalexia, Sotha Sil. He calls you to drive the outlanders from Morrowind. This is a very strong dream, very cunning, a dream to stir hearts. This is a very good lie. He called you Nerevar. And the dream of the Nerevarine is very strong, and very dangerous, for you, and for all my people.
Dagoth Ur is the Devil and the Enemy. Dagoth Ur and his beasts and servants are the source of many evils that beset the Dunmer and Morrowind. Dagoth Ur dwells in fiery caverns beneath Red Mountain, served by his kin, called ash vampires, and by legions of deformed monsters.
These dreams are the black lies of the Sharmat Dagoth Ur. Dagoth Ur himself is mad. He is dead, but he dreams he lives. He hears laughter and love, but he makes monsters and ghouls. He woos as a lover, but he reeks with fear and disgust. Do not listen. Do not go to him.
The Sixth House was not dead, but only sleeping. Now it wakes from its long dream, and with its Lord, Dagoth Ur, it comes forth to free Morrowind of foreign rulers and divine pretenders. When the land is swept clean of false friends and greedy thieves, the children of Veloth will build anew a garden of plenty in this blighted wasteland.
Ilunibi shrine is just a small, quiet retreat for Sixth House servants, a place to contemplate and grow strong and wise in Lord Dagoth's ways. Here we share the sacraments of flesh and blood, and dream the dreams of our Lord. This and other lesser shrines are hidden from prying eyes throughout the land. But the greatest shrines of Sixth House servants lie beneath Red Mountain, in the citadels of our Lord and his close kin.
Forgive the rude welcome, but until you have declared for us, we must treat you as our enemy. The Sleepers and Dreamers are newly come to Lord Dagoth, and not yet blessed with his power. But the Children of His Flesh, they are deep in the heart of his mysteries. Their bodies swell to contain his glory, and to yield the rich sacraments of our Lord's feasts. And we are the least of his servants, for Ash Poets, Ascended Sleepers, and Ash Vampires stand high above us in the Lord's bountiful grace.
Dagoth Ur is the Awakened Lord of the Sixth House, come to cast down false gods, drive foreigners from the land, and restore the ancient glory of Morrowind. He bids you come to Red Mountain. For the friendship and honor that once you shared, he would grant you counsel and power, if only you would pledge that friendship anew. The path to Red Mountain is long, and filled with danger, but if you are worthy, you will find there wisdom, a firm friend, and all the power you need to set the world aright.
Lord Dagoth gives me these words to say to you, so you may give them thought. 'Once we were friends and brothers, Lord Nerevar, in peace and in war. Yet beneath Red Mountain, you struck me down as I guarded the treasure you bound me by oath to defend. But, remembering our old friendship, I would forgive you, and raise you high in my service.' My Lord Dagoth bids you come to Red Mountain. For the friendship and honor that once you shared, he would grant you counsel and power, if only you would pledge that friendship anew. I am not your Lord Dagoth, yet I, too, would say to you... Do you come with weapons to strike me down? Or would you put away your weapon, and join me in friendship?
Lord Dagoth would far rather have you as a friend than as an enemy. But until you submit to him, Sixth House servants will treat you as an enemy, and try to destroy you. If you wish to be our friend, first you must go to Lord Dagoth in his citadel on Red Mountain, and make your submission.
The magical principles of corprus disease are elusive and miraculous, far more subtle and powerful than any conventional sorcery or enchantment. I'm persuaded that it is in some manner the curse or blessing of a god. Perhaps both a curse and a blessing. The victim, of course, cannot appreciate the marvelous nature of corprus. It saps the mind and destroys the body. But to a wizard, it is a profound and glorious mystery, a riddle worth a long lifetime of study.
To destroy Dagoth Ur, you must sever his connection with the Heart of Lorkhan. To do this, strike the Heart with the artifact hammer Sunder once, then strike the Heart more than once with the artifact blade Keening. You must wear Wraithguard, because you cannot handle either Sunder or Keening unless you are wearing Wraithguard. That is the short, simple explanation. Here is the long, detailed explanation, written down for your convenience. Read it, study it, commit it to memory.
The sin of the Dwemer was the creation of a new god from the substance of a dead god, Lorkhan. That is also the sin for which we would destroy Dagoth Ur. I hesitate to call it 'sin'. More properly, call it 'destructive evil'.
Why did I suppress the Apographa? Because it was such an unfortunate mixture of truth, falsehood, and speculation that I couldn't afford to manage the confused reaction of our faithful. Any doubt whatsoever weakened their faith, and we needed their faith to give us the power to maintain the Ghostfence.
Dagoth Ur is winning because he is close to the source of power, Lorkhan's Heart. And because he retains the passion of madness, while we have settled into the lonely and unrewarding posture of dogged dutifulness and perseverance. And, finally, perhaps because he is stronger and smarter than we are, and his followers are more fervent and fanatical. I believe we were careless and complacent, and out-witted. And, in the matter of denying the Nerevarine, we were foolish.
In the past, the Tribunal made seasonal campaigns to Red Mountain. We slew Dagoth Ur and his kin, though the Heart always revived them in time. Later, when we realized we couldn't destroy them, we created the Ghostfence to contain the threat. These solutions were effective until Dagoth Ur ambushed us and captured Sunder and Keening. Since that time, our fortunes have waned as his increased.
Dagoth Ur has never ventured out of the Heart Chamber, the place under Red Mountain where the Heart of Lorkhan lies. It is there, or nearby, that he is constructing a new god, Akulakhan, also known as Second Numidium.
We know nothing for sure, but we have learned much from interrogating Sixth House cultists and victims of dream compulsions, and from our study of Dagoth Ur's actions. Chief among his servants are his seven brothers, the ash vampires, powerful heartwights and cunning sorcerers of old. These creatures appear to die, but always are revived at the Heart. Somehow Dagoth Ur has conferred some portion of his immortality upon them. Or perhaps they sustain themselves through more conventional sorcery.
Dagoth Ur is the former Lord High Councilor of House Dagoth. He was of Lord Nerevar's generation, older than we, and a mighty sorcerer and enchanted in life. In his sustained shadow immortality, he appears to be a highly intelligent, severely deluded immortal monster with unparalleled supernatural abilities. He appears, by turns, lucid and deranged, compassionate and bestial, profoundly wise and profoundly disordered. In short, he is a mad god.
He is able to send his mind into the dreams of susceptible victims across vast distances. The victims are either swayed by his compulsions or driven mad. He also seems nearly invulnerable to physical and magical harm. His flesh, and the flesh of his followers, evolves towards a mutable, magical form. Dagoth Ur and the highest ranks can control the distorted manifestations of their flesh; lower ranks lose control of their bodies, and become mindless corprus monsters.
He was a god, and now he is dead. IF one can truly kill a god.
Now that Dagoth Ur is gone, we can turn our energies to the more humble needs of the people. It is good, honest work, and I believe there is redemption in it."

What a world.... Perhaps we shall never know. But as I have sympathy for you, and the melancholy fate of all mortals, I shall weep for your death.
You will follow the model of the Tribunal? That is a dull and unenterprising ambition. See what the Tribunal have done. They've sacrificed the honor and dignity of the Dunmer race, and handed over our ancient land to the mongrel dogs of the Empire. You may mean well, but you lack vision. I will continue to draw divine power from the Heart and distribute it to my kin and followers. I will continue to broadcast divine power upon the blight winds, so that it will touch each soul in Vvardenfell, and then more broadly, across the waters to the rest of Morrowind and Tamriel. In time, every mortal in Tamriel shall feel the liberating contact with the divine.
The Sixth House will serve as the elite cadre of our movement. As cultists evolve through various stages of enlightenment, they will become, as suits their abilities, either holy warriors or priests. Their duty is to prepare themselves for service; their joy and liberation is to enter even-more-deeply into the profound enlightenment of the divine dreamworld.
I will free the Dunmer from the Imperial yoke, and cast down the false gods of the Temple. I will lead them out of their ancient superstitions, and gift them with intimate knowledge of the divine. Then, perhaps, when Morrowind is once again restored to its ancient glories, it will be time to consider whether the Dunmer should cultivate ambitions of empire.
If, by my crimes, you mean the inevitable suffering and destruction caused by war, then I accept the burden of leadership. The Sixth House cannot be restored without war. Enlightenment cannot grow back without the risk of upsetting the tradition-bound and complacent herd. And the Mongrel armies of the Empire cannot be expelled from Morrowind without bloodshed. As I have charity and compassion, I grieve. But our mission is just and noble.
I have no idea what happened to the Dwemer, I have been denied the opportunity to study Wraithguard, and I am not sure how much of Kagrenac's lore was invented in his tools, and how much in his own sorcery and mastery. I have long studied Kagrenac, and have come to admire his wisdom and craft. Someday, after the campaigns of the Sixth House are secure, I hope to have time to dedicate to this mystery.
Akulakhan will serve three purposes. First, it will be the champion of my armies, liberating first Vvardenfell, then Morrowind, and then, perhaps the rest of Tamriel. Second, it will serve as a sower and cultivator of the divine substance derived from the Heart. Three, it will serve as the prominent banner and symbol of our cause -- to defy the Empire, to liberate mortals from ancient superstitions, and to glorify our crusade against the gods.
Kalpa that will never finishEdit
A singular Kalpa is the period of time in which takes place between the cyclical creation and death of the world, ending with the rebirth of the new world. This death and rebirth of the world are attributed to varying gods within Tamrielic faiths, most notably Alduin the World-Eater, Satakal the World-Skin, and Thartaag the World-Devourer. The Dawn Era is considered its own separate kalpa from the Merethic Era and later eras,[UL 1] this, along with the Yokudan creation myth, implies that the Dawn Era had its own cycle of death and rebirth. With each new kalpa, the world is relatively similar to the last, however, there is always one thing that is considered "new".[UL 2]
