Whirlwind Cloak is an adept-level destruction spell found in The Elder Scrolls V: Dragonborn.

Acquisition
This spell can be bought from Talvas Fathryon in Tel Mithryn after completion of Wind and Sand.
However, this spell, along with any others sold by Talvas, can not be acquired if Talvas is made steward at the Dragonborn's homestead (can only be made steward of one of the three houses available to be built with the Hearthfire DLC)
