Quick Walkthrough

1. Talk to Eno Hlaalu at the Morag Tong headquarters in the Storage Area of Vivec Arena for a new writ.

2. Go to the Hlaalu Canton to execut Feruren Oran.

3. Find Feruren on the Plaza and kill him.

4. Return to Eno to complete the quest.

Detailed Walkthrough

Finding the Morag Tong

If you ask about the Morag tong in Vivec they will tell you that they think they are based in the Arena in Vivec. Head to the Arena Waistworks, then head down to the Canalworks. Head to the Storage area on the otherside of the room and kill the rats located in there. Read the skillbook on the crate and take the lockpick off the crate and pick the lock on the door using it. Head through it and look for a trapdoor (if theres no trapdoor you went through the wrong door, you want the one on the other side of the store room) and speak to the Grandmaster.

Writ

Once you find Eno Hlaalu at the Morag Tong headquarters in the Storage Area of the Vivec Arena, he will ask you to prove your worth by performing the execution of Feruren Oran. Eno will give you a writ for Oran's murder, which you can present to the guards after the murder in case you need to clear your bounty.

Feruren Oran

Oran can be found in the Elven Nations Cornerclub in the Hlaalu Canton, Plaza level. There is a difficulty, namely that he is non-hostile and refuses to talk even enough for you to Taunt him.

There are several solutions. If you remove all your clothes, Oran will be shocked into talking to you, allowing you to taunt him. Casting Frenzy on him till he attacks you will also incur no bounty. You can also pick his pocket or steal the bottle in front of him and he will attack you. You can opt to command him out of the club and into a place with no eye witnesses. Lastly, you can simply attack him and present your writ to the Ordinators to remove your bounty.

Reward

Report back to Eno once Oran is dead to be admitted into the Guild.
