Zones are large regions of the Aurbis in The Elder Scrolls Online and its chapters and DLC. A zone is the largest category of location by area and contains many locations within it, and features a series of quests of different types, including zone quests and side quests. While side quests are often unrelated from each other, zone quests are a sequential story that revolve around the events within the zone and an overarching story told across multiple zones.
List of zones[]
There are 46 zones as of the release of Gold Road, some of which have distinguishing regions, or 'subzones,' between them. As a general rule, non-starter zones not part of any chapter or DLC are separated into three subzones, each with a separate but related zone quest series. Chapter and DLC zones typically only have one series of zone quests. It is not necessary to have completed the content in any one zone to do the content in another, with the exception of epilogues for year-long stories.
Base zones[]
Base zones are zones that are included with Online without any chapter or DLC and are organized by Alliance in their original story order with subzones. Note that, unlike the Daggerfall Covenant and the Ebonheart Pact, the Aldmeri Dominion only has six zones instead of seven, as it only has one starter zone instead of two.

Chapter and DLC zones[]
Each chapter and DLC zone requires the appropriate content to access it. Zones included in chapters are larger than those in DLCs; however, DLC zones conclude the stories started in chapter zones. Chapter and DLC zones are ordered by their release from earliest to latest with subzones, if applicable.

Zone Guide[]
Added in Update 21, the Zone Guide provides menus that can be used to track the completion of any given zone according to its zone quests, locations and collectibles. There are two elements of the Zone Guide: on the map and in the Group & Activity Finder. The Zone Guide on the map provides a menu to the map's left of the current zone displaying the total number of zone quests, wayshrines, delves, points of interest, striking locales, set stations, public dungeons, world events (such as dark anchors), world bosses, skyshards and lorebooks that have been found. Progress metres for lorebooks are account-wide and do not have to be collected for each character, and dungeons will be marked as completed when they are discovered if another character on the same account has already completed it. Points of interest with quests and zone quests will only be marked as completed when the relevant quest has been completed by the logged-in character. The Zone Guide in the Dungeons & Activity Finder menu provides both the map completion menu as well as the description of the current zone and an overview of achievements that can be completed in the zone.
Level restrictions[]
Before Update 12, the difficulty of content in a zone was targeted for a specific level range, making some zones extremely difficult or impossible for characters to progress in if they were under the zone's level range, or extremely easy if they were above it. Prior to Update 10, these levels were based on veteran ranks, and then were based on champion points until Update 12. Since Update 12, all zones use the battle leveling system, wherein characters have their statistics upscaled to what they would be if they were 160. Prior to battle leveling, the zones of a character's Alliance were leveled from 3 to 43, while the zones not of their Alliance could be leveled from either 1–5 or 6–10. After Update 12, one set of zones not of the character's Alliance was leveled from 40–150 and the others were all 160.
The level progression of zones was equivalent to Cadwell's Silver and Gold: Dominion characters did Dominion zones, followed by Covenant zones and then Pact zones; Covenant characters did Covenant zones, followed by Pact zones and then Dominion zones; and Pact characters did Pact zones, followed by Dominion zones and then Covenant zones. This specific progression also had the effect of preventing any characters of different Alliances from encountering each other in Alliance zones. Wrothgar, Hew's Bane and the Gold Coast were never level restricted, instead being subject to battle leveling since their releases despite being before Update 12.

Several zones were planned during the development of Online to be incorporated later. While some, such as Blackwood and Wrothgar, have been incorporated since launch, others remain conceptual. Other zones not initially planned have also been incorporated since launch, such as the Telvanni Peninsula and the Gold Coast.
